Saint Paul Sustainable Building Policy Training • Short History of the Policy • The City of Saint Paul received a 2007 MPCA Environmental Assistance Grant to create a green building policy that could be used as a model by other local governments in MN. • This policy was adopted by the Saint Paul City Council on December 16, 2009 and signed by the Mayor. • Effective date July 1, 2010

Saint Paul Sustainable Building Policy Training • Policy Overview • Applies to: • New construction projects receiving more than $200,000 in City funding; AND • New municipal and HRA owned buildings • Requires achievement of LEED Silver or an equivalent level from one of six ratings systems. • The Saint Paul Overlay identifies six priority environmental factors and specifies mandatory thresholds for each.

Who We Are • Metro Area Sheet Metal Joint Apprenticeship & Training Committee (Metro JATC) • Sheet Metal Workers are construction workers.
Goals & Outcomes To provide LEED Green Associate training to our sheet metal apprentices, journey-level workers and contractors. Improve green building skills to increase the likelihood that many of our unemployed members will be hired to work on green building projects.
What is LEED? • Leadership in Energy & Environmental Design • Rating System Created by USGBC (United States Green Building Council) • USGBC.org • GBCI (Green Building Certification Institute)
U.S. Green Building Council • The US GSA requires all new federal construction/major renovations to achieve LEED certification. • The mission of the USGBC is to transform buildings and communities. • All buildings today are built to a higher green standard whether they pursue the LEED certification or not.
LEED Rating System • LEED is a nationally accepted third party rating system (possibly internationally). • LEED is a tool, not an end product. • LEED is relevant in any stage of a building’s life cycle. • USGBC administers all LEED certification through third party certifications accredited by ANSI. • All LEED rating systems (greenness) are based on a 100 point scale.

Our Class Format: • 8 hours of general Green and Sustainability knowledge (global view). • 16 hours of LEED GA specific study. • This course preps you for the LEED GA exam. Extra study hours will likely be required.
Why LEED Credentialed Personnel??? • Marketing/something to talk to your customer about. • Negotiated work. • Differentiate your firm from the competition. • LEED credentialed people are leaders (knowledgeable and productive).
Accomplishments to Date: • Since June 2010, the JATC has held eleven LEED courses. Each course is 24-Hours of training and guidance on the LEED Green Associate exam. • Starting in September 2011, in-school apprentices will each have an 8-hour LEED class to introduce them to green building. • 93 members have been enrolled in the RAD system. • 89 members have completed training. • 17 members have received LEED credentialing, 11 of whom were enrolled in the LEED Green training and RAD system. • 35 members have returned to work since beginning their training.
What Isn’t Working So Well: • Attracting our members and contractors to sign up for these classes. Our projected participant numbers are falling short of our goal.
What we have to offer you: • We are willing to share and teach others in Minnesota this class.
Release – Internal Grantee RFP • Released today • Focus: What could you do to strengthen, expand, broaden your project with additional $? • How would you increase your job placements? • Simple, 2-page application • Due December 1 • Will present recommendations to Exec Team on December 13 • Up to $800,000 available, can request up to $100,000
Expanded Green Jobs Definition • Approved by DOL • Incorporates WIA, BLS, and O*NET Green Jobs definitions • Much broader than what was in original MSESP proposal • Will be sent with Internal RFP, and posted on website
