  1. EGTEI BelgiumSteering group meeting 9 - 10 October 2003 Ministry of the Flemish Region - Belgium Environmental administration AMINAL, devison airDavid KnightKoningsstraat 93, 1000 BrusselTel. +32 2 227 14 67Fax. +32 2 227 14 55email: david.knight@lin.vlaanderen.be

  2. Belgium: three regions Overall problems Examples of specific problems Car manufacturing Coating of trucks and vans Coating busses Dry cleaning Wood combustion Decorative paints Surface cleaning Conclusion

  3. Population Walloon region: 3,4 million Population Flemish region: 6 million Population Brussels: 1 million => Independent data collection => very difficult to establish a complete and reliable dataset EGTEI : very detailed information Crucial to submit most recent and most reliable information Very tight time schedule Belgium

  4. Challenge : transform Belgian data into EGTEI format Methodology of the Emission Inventory Activity level * EF * ERM Bottom up approach BAT studies and Sectoral studies (2000 - 2004) Emission inventory Inventory of ERM Different Scenario’s for 2010: BAU / MFR Marginal cost curves for 2010 => evaluation RAINS Industry / experts Emissions of 2000 and 2010 in EGTEI, in Belgian emission inventory and in studies should more or less be the same! Overall problems

  5. EGTEI Scope: unclear or different from own methodology Reference installations: data lacking Activity: different activity parameter Emission reduction measures: different measures Emission factors: different factors Applicability: no data available Pojections: no data available / very unreliable Overall problems

  6. CARS Emission reduction measures hybrid coatings (solution: change applicability) waterbased primers / basecoats: enlarge production hall Emission factors cars have an average surface of 100 m2 instead of 80 m2 => underestimation Applicability should we consider waterbased as applicable? BUSSES Relevant emissions, but EGTEI not applicable because of the production method: not a production line like car manufacturing but small orders TRUCKS EGTEI not applicable because some parts of the trucks are coated elsewhere Coating of cars, trucks, busses (3,5%)

  7. Emission factor 2000 IVP average solvent content in 2000 = 18,9 % => 9855 tons EGTEI average solvent content in 2000 = 13,2 % => 7021 tons Difference: 2,8 ktons Emission factor 2010 IVP average solvent content = 12,1 % => 7265 tons EGTEI average solvent content = 9,3 % => 5657 tons Difference: 1,6 ktons Decorative paint (3 %) Wood combustion (2,5%) • Reference installations • No data on distribution combustion devices • Emission factors: big difference between devices ! • Solution suggested by EGTEI • Use of French figures • Reservation: big impact on emission figures => contact experts

  8. Sector study: detailed cost curve Impossible to fit in the EGTEI model different approach: bottom up <=> top down different emission reduction measures consumption data of solvent free products not available Surface cleaning (0,6%) Dry cleaning (0,5 %) • Activity • reliable solvent use figures / unreliable cleaned clothes figures • only information on solvent use, no information of wet cleaning • Suggested solution EGTEI (next slide) • Emission factors • Very different emission factors • EF 00 177 <=> 81,5 • EF 02 10 <=> 14

  9. Surface cleaning (0,6%)

  10. Dry cleaning (0,5 %)

  11. Printing (4,6%) Decorative paints (3%) Coating of Cars (3%) Wood combustion (2,4%) Service stations (2,4 %) Speciality organic chemistry (2,1%) Manufacturing of paint, ink and glue (1,8 %) Vehicle refinishing (0,6%) Dry cleaning (0,5%) Coating of wood (0,4%) Surface cleaning (0,6%) Coating of busses (0,4%) Preservation of wood (0,2%) Coating of truck cabins (0,1%) Coating of trucks and vans (?) Polystyrene processing (?) Current status 22 %

  12. Other emission sources Traffic 31 % Refineries 7,4 % Chemical industry 13,6 % Other industrial painting 7 % Other 20 % Still about 50% of industrial and domestic emissions not covered by EGTEI - documents ! Conclusion
