CMC-Canada – Who we are • CMC-Canada – the voice of management consulting in Canada • To advance the practice and profile of management consulting in Canada through • education and certification of consultants, • promotion of ethical standardsand professional competency, and • advocacy for the profession in public and government settings. • CMC designation recognized internationally – in 43 countries • Represent the Profession – from all sizes of firms (independents, niche players … to LLPs, Global firms)

Working with the Federal Government – Opportunities, Challenges • Opportunities • Common procurement vehicles (e.g., TBIPS, TSPS) • Increased communication, collaboration (e.g., IPS Advisory Committee) • Participate as ‘partners’ with our clients, with procurement professionals • Challenges • Commoditization of Services • Procurement processes increasingly complex –> increased cost of doing business • Different departments / agencies interpret procurement policies differently • (Perceived) ‘crises’, breaches –> over-reaction, increased bureaucratization, risk-averseness

Working with the Federal Government – Issues facing CMC members • Delayed procurements • RFPs cancelled well into bidding process • Large bids take years to award contracts • Increased complexity, slowness of procurements • Too many mandatories & rated requirements (even for small RFPs) • Q&As from bidders reflect lack of understanding • Price focus • Commodity focus - not on best fit for client’s needs Impact – increased cost, reduced willingness to bid

Working with the Federal Government – Improvements in Purchasing Practices • Simplify Terms & Conditions – appropriate, meaningful • Make requirements meaningful • Reduce mandatory, rated requirements • Don’t duplicate SA/SO qualifying reqts • Improve PS Online vehicle (for SMEs and smaller opportunities) • Publish and meet target deadlines – for bids, evaluations, contract award • Share metrics with vendors – tell us what’s happening

Working with the Federal Government – Improve Relationships with Vendors • Continue, increase collaboration and communication • Improve ability to get feedback, debriefs – without fear of reprisal • Involve vendors early in process -> increased understanding, better RFPs, better bids • Explain reasons for changes to vehicles • Direct opportunities to appropriate consulting market / segment (too much ‘one-size fits all’ at present)
