Activities and performance indicators:

Development of analytical framework (focus group scenario, desk research framework, layout of national and comparative report) – 2nd month

Carry out desk research and focus groups – 1 focus group (10 participants) / country, 3rd month

Preparation of national reports – 6 reports in national language and English, electronic version, 3rd month

Preparation of comparative report, showing important aspects to be taken into consideration when defining methodology of competency based recruitment – 1 report in 7 languages, electronic version, 4th month

Fundamental aim: Define and create a common framework for recruitment systemwhichis based on the analysis

Aim of this study: Determination of current recruitment activities in the area of public administration ofpartner’s countries

Hypotheses:

H1: There are common / different areas regarding recruitment processes that are specific to the pub. admin area. in all partner’s countries

H2: There are common / different areas regarding formal /legal requirements (national and admn.) that are specific to the pub. admin area. in all partner’s countries
