    10. FIVE KEY 00T FOCUS AREAS

    11. Resource Strategies Goal: Keep 00T staffing to minimum, while meeting all focus area requirements. Performed Business Case Analysis Options Standup fully functional staff office with Command O&M funding. Provide minimum staff office hierarchy and leverage PG assets through team-based structure.

    12. 00T WILL BE TEAM BASED

    13. PGD as the MDA MTA Guide requires Safety Officer to review every program at every milestone. This is not conducive to a minimum staffing philosophy. In keeping with the intent of the MTA Guide, the minimum acceptable resolution is to have an independent review by a safety professional prior to every milestone.

    14. How Do We Get There? Leverage existing PDG assets to stand up Professional Development Team to define and train to what a safety professional should be. In the interim, ask the PGDs to work with 00T to develop individualized strategies to satisfy this requirement.

    15. Summary Seeking agreement for 00T philosophy. Seeking PGD assistance to resource teams. Agreement to assume the burden of independent safety reviews to meet the intent of MTA Guide when the PGD is the MDA.
