  2. PURPOSE OF THREE-TIER LICENSURE SYSTEM • Focus on moving preparation to continuous improvement of teaching practice • Create a continuum of teacher development throughout the teaching career (NCATE Model) • Helps teachers to identify relevant areas for professional development

PURPOSE OF THREE-TIER LICENSURE SYSTEM • Initial emphasis on induction, mentoring, coaching and support not necessarily pursuing additional coursework for licensure renewal or advancement • The PSMT will serve as a consistent framework for measuring growth during the induction phase to determine recommendation for advanced licensure

COMMITTEE’S CHARGE • Develop a three-tier teacher licensure system that will create a continuum of teacher development beginning with the formal professional preparation program continuing throughout the entire career of the teacher. • The “Professional Standards for Michigan Teachers” (PSMT) and an individual professional development plan (IPDP) will be integral to assessing a teacher’s professional growth and development.

COMMITTEE’S CHARGE • The work of the committee will include: • Structural/Technical Components: • Contracts, pay scales, teacher preparation, performance evaluation, mentorship/induction • Implementation of the System: • Public comment; SBE review; support by teachers, boards, administrators; training and dissemination
