  2. Objectives • Learn how data is collected to assess performance for the following: • Regulation Service • Balancing Energy Service • Responsive Reserve Service • Non-Spinning Reserve Service • Resource Plan Performance Metrics • Other Data Gathering

NERC Criteria for ERCOT • Control Areas (ERCOT) are assessed by NERC for adequate frequency control on a monthly basis. • CPS1 (Control Performance Standard) • CPS2 • In order for ERCOT to meet this NERC Criteria, ERCOT assesses the performance of QSEs. • Regulation Service Monitoring Criteria, 6.10.5.3 • Balancing Energy Monitoring Criteria, 6.10.5.2 • Non-Spinning Energy Monitoring Criteria, 6.10.5.5

NERC CPS1 & CPS2 Criteria • 1- & 10-minute Frequency-based measure for ERCOT • ERCOT Energy Management System (EMS) collects data and averages it into 1- & 10-minute intervals • Data stored in Data Archive • A display in the EMS calculates this score by day and month • ERCOT would be in violation with NERC if their 12-month rolling average of CPS1 goes below 100%. • ERCOT currently has a waiver from NERC for CPS2.

Regulation Service • 1- & 10-minute SCE-based measure for QSEs • ERCOT Energy Management System (EMS) collects data and averages it into 1- & 10-minute intervals • Data stored in Data Archive • A Microsoft Access Database is used to generate scores • If 1-minute score is below 100% or 10-minute score is below 90%, then procedures outlined in Compliance Template for this criteria will be followed.

  7. Balancing Energy • Performance is assessed by Settlement Interval • Energy Schedules, Balancing Deployments, and Average ERCOT Calculated SCE for a QSE are used. • ERCOT EMS collects data and data is stored in Data Archive. • A Microsoft Access Database is used to generate scores.

  9. Non-Spinning Reserve Service • Performance is assessed by individual deployment • ERCOT EMS collects data and data is sent to a historian called PI. Non-Spin Deployment data in PI is verified with data in the Data Archive. • What is considered ACCEPTABLE performance? • Each 15-minute interval with a deployment is assessed. • Average ERCOT Calculated SCE for each QSE is used.

NERC Criteria for ERCOT • ERCOT is assessed by NERC for adequate frequency response to major events on a quarterly basis. • DCS (Disturbance Control Standard) • In order for ERCOT to meet this NERC Criteria, ERCOT assesses the performance of QSEs. • Responsive Reserve Monitoring Criteria, 6.10.5.4

  11. NERC DCS Standard • Measures a Control Area’s ability to utilize its Contingency Reserves following a Reportable Disturbance. (NERC Policy 1B) • Reportable Disturbances are contingencies 80% - 100% of the most severe single contingency loss. • ERCOT’s most severe single contingency is defined as losing one STP Unit rated at 1250 MW. • Frequency must return to 60 Hz, or the pre-disturbance value if below 60 Hz just prior to the disturbance, within 15 minutes.

  12. Responsive Reserve Service • Performance is assessed by individual deployment • ERCOT EMS collects data and data is sent to a historian called PI. • Data used to determine Compliance is pulled from PI. • ERCOT Calculated SCE 10 minutes after RRS is fully deployed is used.

  13. Exclusions • Portfolio & Resource Ramp Rate Violations • Necessary data is available to obtain from the Data Archive. This data goes into the Access Databases for Regulation & Balancing. • Verbal Dispatch Instructions and Verbal Dispatch Exceptions • Receive Excel Spreadsheet from Settlements on a monthly basis • These are pulled out manually for QSEs that fail after other adjustments have been made • Unit Trips • Pulled out of the Technical Operations Logs • These are pulled out manually for QSEs that fail after other adjustments have been made • Other periods of abnormal operations as determined by ERCOT • ERCOT System issues, QSE System issues

Upcoming Changes • PRR525, SCE Performance and Monitoring, was approved by TAC on March 3rd but will not be in effect until System Implementation. • Incorporates all QSEs with generation into one performance criteria • Replaces Balancing Energy Performance Criteria • Replaces Regulation Service Performance Criteria • Criteria for Responsive Reserve and Non-Spin would still apply.

Resource Plan Metrics • These metrics contain six (6) measures: • Resource Status • Resource LSL as a % of HSL • Day Ahead Zonal Schedule • Adjustment Period Zonal Schedule • Down Bid & Obligation • Total Up AS Scheduled Obligation • All data for these is stored and pulled out of the Data Archive.

  19. Transmission Security • ERCOT Operations monitors CSC flows & limits daily. If there is an IROL (Interconnection Reliability Operating Limit) Violation, Operations will report this to NERC. • As verification, Compliance collects instances monthly where the CSC flow went above the limit. • ERCOT Operations looks at what we collect and reviews these with Compliance for possible IROL violations.

Other Data Gathering • Annual Data Collection • Under Frequency Load Shedding Survey • Transmission Relay Misoperations Reports • Disturbance Monitor Location and Testing Reports • Annual Load Data Request • Loss of Primary Control Center Plans • Blackstart Plans IMPORTANT: Many of these are processes run by other parts of ERCOT (Operations, Planning) and are not purely Compliance driven efforts. This means that submittals of information may not be made to ERCOT Compliance.
