  3. DCOM Employees and Budget DCOM employs 33 full-time positions with offices in Anchorage and Juneau 3 2-22-11

  4. DCOM Budget • Our FY11 operating budget is $4,480.4 • Our FY12 operating budget request is $4,691.7 made up of: • $2,679.0 Federal Funds (57%) • $1,672.6 General Fund Match (36%) • $95.5 Inter Agency Receipts (2%) • $244.6 CIP Receipts (5%) 4 2-22-11

Coastal Impact Assistance Program (CIAP) • CIAP Background – authorizes distribution of $960 million to the six Outer Continental Shelf (OCS) oil and gas producing states to mitigate the impacts of OCS oil and gas activities. • Allocation to Alaska – Alaska’s CIAP allocation is $79,407.4 • 35% directly to eligible political subdivisions • 65% directly to the State • State agency initiated projects • Publically solicited projects • Named municipalities and coastal resource service areas • Western Alaska Salmon Coalition 5 2-22-11

  7. Alaska Coastal Management Program (ACMP) • Federally authorized, voluntary State program • State oversees responsible development of coastal uses and resources, federal activities within the coastal zone, and federally permitted activities on the Outer Continental Shelf 7 2-22-11

  9. Alaska Coastal Management ProgramDCOM Administration and Implementation • $2,512.6 total for DCOM administration and implementation • $840.0 federal • $1,672.6 general fund match • DCOM provides the additional required match for municipalities (50%) and service areas (80%) 9 2-22-11

Alaska Coastal Management Program (ACMP) • Primary tool to implement the ACMP is the consistency review process • Proposed resource development activities are reviewed for compliance with the ACMP Statewide Standards (11 AAC 112) and the coastal district enforceable policies • State implements ACMP through a networked structure where state departments and divisions participate in the implementation of the ACMP • Includes local component where coastal municipalities and service areas voluntarily participate in the implementation of the ACMP 10 2-22-11

Alaska Coastal Management ProgramDCOM Administration and Implementation • DCOM is responsible for all aspects of the ACMP • Administer federal grant and state agency contracts • Establish funding allocations • Evaluate district grant awards • Guide, review, and approve district planning projects • Guide and support districts in managing and implementing local coastal management plans • Provide staff support and research on ACMP issues • Facilitate project consistency review process • Coordinate ACMP implementation • Share ACMP information with interested parties • Other ACMP initiatives 13 2-22-11

Alaska Coastal Management ProgramState Agency Implementation • Department of Commerce, Community and Economic Development • Administers ACMP grants to districts • Departments of Fish & Game, Environmental Conservation and Natural Resources • Conduct single agency consistency reviews • Participate in DCOM coordinated consistency reviews • Provide ACMP-related monitoring and compliance activities • Department of Law • Provides DCOM with legal advice and other legal services 14 2-22-11

Alaska Coastal Management ProgramState Agency Implementation • $960.0 total for State agency implementation (includes $480 in federal funds and $480 in state agency funds) • $100.0 each to Departments of Commerce, Fish and Game and Law, and Division of Mining, Land and Water • $50.0 to Department of Environmental Conservation • $15.0 to Division of Geological and Geophysical Surveys • $7.5 each to Divisions of Forestry and Parks • State agencies match ACMP funds 1-to-1 15 2-22-11

Alaska Coastal Management ProgramCoastal District Implementation • Required tasks for coastal districts include • Participate in all ACMP consistency reviews • Provide local ACMP coordination, outreach, and education • Serve as the local ACMP contact • Attend ACMP sponsored conferences and workshops • Administer ACMP grant and report accordingly • CRSA’s also hold board meetings, administer annual work plans, and encourage participation in board elections • Coastal district provide match • Municipalities – 50% • CRSAs – 20% 16 2-22-11

DCOM Issues • ACMP Sunset Provision – Terminates ACMP on July 1, 2011 • Division of Legislative Audit – ACMP Audit • HB 106 and SB 45 – Governor bills extending ACMP by 6 years • SB 56 – Senate Finance bill extending ACMP by 1 year • Consistency Review Regulations 11 AAC 110 • ABC List – expedited consistency reviews 19 2-22-11
