Introduction • Purpose • This group was formed in April of 2010 to improve the working relationship between the technical experts and the regulatory specialists, especially when it comes to critical technical issues • Scope • The group reviewed new regulatory changes or impending changes affecting 802.11 and 802.15 standards • Each meeting will focus on the most critical issue at the time • Critical Issue Focus • Direct impact on IEEE 802.11 and 802.15 current and future standards • Response/Input deadlines • Coordination with IEEE 802.18 (RR-TAG) • Coordination with the Wi-Fi Alliance Rich Kennedy, HP Enterprise

MO&O FCC 16-24 Revision of Part 15 of the Commission’s Rules to Permit Unlicensed National Information Infrastructure (U-NII) Devices in the 5 GHz • Response to Petitions for Reconsideration • Modify the rules to provide a relaxation of the out-of-band emission (OOBE) limits for operation of U-NII-3 (5.725-5.85 GHz) band devices • Provides an alternative for manufacturers that require additional time to bring their U-NII-3 band devices into compliance with the new out-of-band limits • Extend the deadline for certification of U-NII-3 band devices with more than 10dBi antenna gain to March 2, 2017 • The deadline for the manufacture, marketing, sale and importation of these devices is extended until March 2, 2018 • Extend the deadline for certification of U-NII-3 band devices with 10dBi or less antenna gain to March 2, 2018 • The deadline for the manufacture, marketing, sale and importation of devices not meeting the modified out-of-band limits is extended until March 2, 2020 • All other provisions from FCC 13-49 in effect June 2, 2016 • Good news for the industry Rich Kennedy, HP Enterprise

NPRM FCC 16-23 Amendment of Part 15 of the Commissions Rules for Unlicensed White Space Devices • http://transition.fcc.gov/Daily_Releases/Daily_Business/2016/db0226/FCC-16-23A1.pdf • The NPRM proposes rules that would eliminate the professional installer option for fixed white space devices and require that each fixed white space device incorporate a geolocation capability to determine its location • Provides options to accommodate fixed white space devices installed where an internal geolocation capability is unable to provide location information • Includes modifications to rules regarding white space device registration with white space databases • Should we respond? • IEEE 802.11af was complete in 2013 Rich Kennedy, HP Enterprise

Actions Required • Using the new process, we will determine if there are items in need of action, to bring to the 802.18 process • How do we improve our interactions with Regulators? • FCC, CITEL, CEPT, APT, ATU, ASMG, RCC • How do we improve our interactions with ITU-R? • We cannot do this alone; we must find common ground to work with others • We need a simple, clear and concise message • Regulators want to find ways to more effectively utilize the spectrum; can we point out some of the basic errors in their data, such as outdated and inaccurate propagation models, clutter calculations, busy time, etc, and propose ways to restudy and update • Other IEEE groups may have the similar band sharing issues with inaccurate propagation and building penetration models, e.g. ITU-R Recommendations P.452, P.528, P.619 • Creating a position on mmWave spectrum Rich Kennedy, HP Enterprise
