33. On-Going Design Review Challenges for Staff Recruitments, esp. landscape architect scarcity
Large commission(9 members vs. 7)
Assuring minimum quorum for a meeting
Ensuring final motions are clearly understood by Admin. secretaries.
Coaching for compliance with:
Brown Act
CA Fair Political Practices Act
Constantly updating and creating new guidelines & historic preservation work
33
34. Current Design Review Challenges for Staff Current issues:e.g. tree removals and fines
Interpreting convoluted ordinances
Wireless infrastructure Meters and equipment planned locations
Lack of funds for stipends or dinner break meals
Enforcement of building details
34
35. On-Going Design Review Challenges for Staff Board’s established charter or purpose
Communications between boards and Planning Commission
Guidelines Compatibility interpretations: height, density & open space debates
Green building / sustainable building challenges
Modern architectural styles in traditional neighborhoods
Avoiding appeals
35
36. Bill McReynolds City Ventures Urban Design Review:The Developers Perspective
We ultimately believe that a good review board and process improves the quality of the project/community
Always remember that these are citizens volunteering their time and expertise just like the Planning Commission or City Council
Some of the most desirable communities have long standing Design Review Committees: Santa Barbara, Pasadena, Ventura and Claremont
36
37. Developer Challenges:
Design versus land use decisions
Additional timing increases uncertainty
Not reviewing materials and/or having materials before hand
Economic considerations (market rate vs. affordable)
Local versus “out of town” design teams
Message not consistent between board members
37 Bill McReynolds City Ventures (cont’d.)
38. 38
39. Bruce Bartlett, AIA, LEED AP Issues:
Recruitment
Outdated General Plan and Ordinances
Not Staying on Topic
Multitude of Appeals
Communication between Boards & Commissions
Applicants anticipate shrinkage 39
40. Bruce Bartlett, AIA, LEED AP(cont’d.) Enhancements:
Smaller boards with experienced members
Update Guidelines and Ordinances
Provide training and staff support
Clarify timing and validity of appeals
Establish Board and Commission Liaisons
Treat Applicants as Customers 40
41. City of Santa Barbara • Community Development Department 41
42. 42 Brian Cearnal, AIA, LEED AP What Works:
Early concept review
Time certain
A strong & clear chair
What Doesn’t Work:
Too much design before initial/concept review
A weak chair
Everyone needing to talk
Personal design imposition
