  2. Purpose of Project Improvemobility and safety for people and freight for local, regional, and through travel across the Willamette River in the Salem-Keizer metropolitan area while alleviating congestion on the Center Street and Marion Street Bridges and on the connecting highway and arterial street system. The following areas are of specific concern: • Reducing congestion compared to current conditions at the existing bridgeheads to facilitate the flow of vehicles and freight through the downtown area and east-west freight movement through the Salem-Keizer metropolitan area • Remediating safety and operational deficiencies on the existing bridges and in the study area in locations where crash rates are higher than average

  3. Review of DEIS Alternatives • No Build Alternative • 3 bridge crossing locations; 8 Build Alternatives • Crossing locations: • Existing Bridges Crossing Location (2A& 2B) • Hope to Tryon Crossing Location (3) • Hope to Pine/Hickory Crossing Location (4A - 4E)
