  3. Transfer of Service • What Transfer of Service does: • helps the district cover unexpected costs for incoming Spec Ed/ESL (English as a Second Language) transfers • helps the district cover the cost of new operation expenses that were once provided by another municipality

Final Deadline: July 2, 2007 (July 1 is Sunday so following Monday is acceptable – deadline is firm and applies to ALL requests)

  7. Need for contact information: Most districts have identified their TOS contact on the district contact page for the Transfer of Service program. Districts can change their listed contact by going to the Reporting Portal located at the School Finance Team web page. Navigate to your school district and click on "District Contacts." Complete the information (password needed). Other districts will then be able to use this contact page to determine your district's Transfer of Service contact.   11. Transfer of ServiceCompleting Part A A separate form is needed for each pupil. Identify the student name, grade, date of birth, and date enrolled. If the pupil is remaining in the Part B district under an open enrollment (OE) provision, for the date enrolled, indicate the date that the Part A (requesting) district became fiscally responsible (the start of the school year in which an OE payment is made to the Part B school district). In addition to the initial information, answer questions 1 through 4.

Check the appropriate box to indicate if it was from another Wisconsin school district, from out of state, or from a county birth-to-three program. If the student is from out of state or from a county birth-to-three program, enter the state, foreign country, or county in the space provided.

  13. Transfer of Service Completing Part A Question 2 • Identify Program Services • specifically list disability provided to this student • they must be services stated on the IEP • they must be services that were provided in the sending school district • (ex.) CD; ED; LD

Transfer of ServiceCompleting Part AQuestion 2 Question 2: The request must be for services provided for a child with a disability as defined in s.115.76(5) Wis Statutes, or for a child participating in a limited English proficiency program under s. 115.955(7). The following 11 categories are listed as disabilities in the statute. Check all that apply. OR – if the child is in a limited English proficiency program, check Yes.

  15. Transfer of ServiceCompleting Part A Important to Remember!! Any services that are a result of a change in the IEP -or- services that were not identified by sending district are not eligible.

  16. Transfer of ServiceCompleting Part AQuestion 3 Question 3: New dollars in cost? Only new dollars of expense are eligible for transfer of service exemption. That is, if you were already providing the service and incurring the cost prior to the arrival of this student, it is not eligible for transfer of service. Conversely, if the arrival of this student has caused your district to incur a new expense in addition to existing costs, it may very likely be eligible for transfer of service.

  17. Transfer of ServiceCompleting Part AQuestion 4 Question 4: What were the new costs? If there were no new costs, do not claim amortized cost of existing programs. Do not claim open enrollment regular tuition.

  18. Transfer of ServiceCompleting Part A Make sure you report only NEW cost. Many times, when new students enter an existing program - no new staff is hired - no new equipment is purchased - no new special transportation is required. THESE ARE NOT ELIGIBLE REQUESTS

  19. Transfer of Service Record and total all new expenses on the ledger portion of Part A. If a new instructor or aide is used for more than one student, you must pro-rate the cost over the total number of students.

  20. Transfer of Service Will I still receive categorical aid? Yes - but you cannot receive categorical aid AND be allowed to tax for the same special education expenses. This is not the intent of the law. Categorical aid will be deducted from the amount of the approved revenue limit exemption.

  21. Transfer of Service Any costs not identified as being eligible for categorical aid must be explained. If this step is left incomplete, we will assume that all of the costs are eligible for categorical aid. It is also assumed that those districts applying for revenue limit exemptions due to transferring in of LEP students will be pursuing categorical aid for such. Any district not eligible for LEP categorical aid must provide assurances that they have been denied.

  22. Transfer of ServiceCompleting Part A Don’t forget to sign the form and forward it to the former providing district. They must complete Part B of the form and return it to you. You must then submit completed Parts A & B to the DPI by July 2, 2007.

  23. Transfer of Service Examples of Approved Transfers A visually impaired student moves in, requiring the district to establish a new program for the visually impaired. Eligible costs include staff, aide, equipment, and transportation.

Transfer of Service Examples of Approved Transfers A CD student moves in and enrolls in an existing CD class, but the increased enrollment requires the district to add the services of a certified aide. (Note: if the aide provides services to only the new student, the whole cost of the aide may be eligible. If the aide provides services to other students, cost must be pro-rated).

  25. Transfer of Service Examples of Approved Transfers A district resident who has been receiving Special Education services from the county enrolls, and the district must now provide those services. New costs are eligible.

  30. Transfer of ServiceCompleting Part BQuestion 2 Question 2: What date did they withdraw? If the pupil is remaining in the Part B district under an open enrollment (OE) provision, indicate the date that the Part A (requesting district) became fiscally responsible, which would be the start of school year in which an OE payment is made to the Part B district. This helps verifies that the identified student transferred within the appropriate time frame. (The student must not have entered an interim educational program between districts, such as a private school or home school.)

  31. Transfer of ServiceCompleting Part BQuestion 3 Question 3: This verifies that to the best of your knowledge the pupil transferred directly to the requesting district. If you are unsure, answer “YES”. Regardless of your answer, continue to question 4

If an IEP was completed but the pupil transferred out before it could be implemented, answer “YES”. YES - continue to question 5 NO - Sign the form and return to requesting school district

Transfer of ServiceCompleting Part BQuestion 5 Question 5: This segment asks you to list any cost reduction that your district experienced as a result of this student transferring to another district. If there is no cost reduction, put “0” for Total Savings. The total reduction line will be the amount your district will be required to reduce its 2007-2008 revenue limit.

  34. Transfer of Service Completing Part B The district administrator or designee from the Part B school district must sign and date the request attesting that the information provided on Part B is accurate, to the best of their knowledge.

  36. Transfer of Service Other Governmental Transfers The transfer of service may be from a governmental unit other than another school district. It could be a county, city, or village that once provided the service for the school district and is now discontinuing to do so. This type of transfer uses a different form. As with the other types of requests, the completed forms are submitted during the month of June but before July 2, 2007.

  41. Transfer of Service What is NOT a Transfer of Service?? A special ed student starts the school year in District A; moves to District B; and then back to District A in the same year. Does District A have a transfer of service? NO District B may be eligible, however. But only for actual costs incurred while the student was enrolled. If no services were provided, there are no eligible costs.

  42. Transfer of Service What is NOT a Transfer of Service?? A resident student is identified as needing additional special education services. Why not? There is no transfer from another governmental unit.

  43. Transfer of Service What is NOT a Transfer of Service?? A parent who has been transporting a special education student to school refuses to continue to do it. The district must now pick up the special education transportation costs. Why not? The parent is not another governmental unit.

  44. Transfer of Service What is NOT a Transfer of Service?? A student who has been attending a private school (including home-based schools) enrolls in the public school and requires special education services. Why not? There is no transfer from another governmental unit.

  45. Transfer of Service What is NOT a Transfer of Service?? Title One revenues are decreased causing the district to supplement the Title One program with local tax money. Child attended HeadStart program prior to transferring into kindergarten. Why not? Title One & HeadStart are federal grant programs that do not qualify as other governmental units.

Transfer of Service Summary Sheet - Submitting Your Requests to DPI The requesting district is to sort all transfers by category (special education, LEP, and oth gov't unit), bundle, and compute totals by category. Include the summary sheet in your packet and submit in June, 2007, before July 2. Due to the volume of requests, the deadline is firm.

There will be no personal correspondence to districts acknowledging receipt of the requests.

  49. Transfer of Service An approved transfer of service request becomes a recurring revenue limit exemption for the district. That is, the dollar figure of the exemption should be inserted as a positive figure on the revenue limit worksheet, Line 8B. A reduction due to transfer will appear as a negative number.

Transfer of Service Fun Facts and Common Questions • There are over 5,000 individual requests to DPI each year for TOS and the program is growing. • The program has become too large to allow for individual correspondence on each request.
