Background • ESCAP Project on Improvement of Disability Measurement and Statistics in Support of the Biwako Millennium Framework, and • Regional Census Programme 2007-09 • a follow-up to the Regional Workshop on Promoting Disability Data Collection through the 2010 Population and Housing Censuses, April 2008 – Bangkok

  3. Objectives • to contribute to the development of ICF based international standards for disability data collection - input into WG test objectives • to improve national technical capacity in integrating ICF-based disability data collection into regular national statistical systems

  4. Countries testing • Cambodia • Fiji • Maldives • Philippines • Sri Lanka • + one other country to be determined

  5. Background tasks • The immediate task is the development, testing and analysis of ICF-based disability questions suitable for inclusion in a range of surveys, both disability and non-disability specific • Country specific work plans developed and agreed • Explanatory and training materials written

  6. Field test purpose • The primary purpose of the field test is to determine how well the draft of the WG extended set of disability questions works in different countries within Asia and the Pacific region

  7. Aim to assess: • ease of translation into the appropriate languages/dialects; • suitability of support materials including training notes; • adequacy of interviewer training; • ease of field operations; • respondent understanding of the questions; • flow of the questionnaire;

  8. Aim to assess (2): • appropriateness of the questions; • interviewer feedback; • ability to code and enter data for analysis; • meaningfulness of the tabulated data; • comprehensiveness of the question set;

  9. Aim to assess (3): • suitability for self-report/proxy report in an interviewer-based survey; • potential usability of the data for key users within the pilot test countries; • suitability for cross-country comparison; and • whether the data reflect the multi-dimensional nature of disability as defined in the ICF.

  10. Analysis • Joint cooperative analysis to feed into and inform Washington Group question set development • This will be a capacity building process for countries involved
