Primary Centers of Responsibility (PCR) • PCR….A component concept of IDPS CONOPS • Used to optimize NPOESS R&D efforts • Each Central provided NPOESS R&D resources • Evolutionary Algorithm R&D (EARD) resources • EARD Programmer/Manager • PCR regarded as NPOESS authority on EDR • Ultimate source for the “official” EDRs/archived EDRs • Designates/serves as source for the ancillary data set • Controls the IDPS configuration used to produce the “official” set of EDRs for which it is PCR • Impacts engineering design

Status of IDPS CONOPS • Nearing completion…awaiting inputs • Held a Centrals Conclave at IPO, 1-3 May • Recently received consolidated inputs from follow-up Centrals’ July TIM • Received Central IDPS CONOPS Appendices from NAVO and FNMOC…awaiting AFWA and NESDIS • Data Distribution Servers at Centrals • IPO has Tasked PDRR Contractors to Conduct Feasibility Studies and Provide ROM • Impacts Short Term Storage Issue

GAO Review of NPOESS • Requested by House Committee on Science • Study Initiated in August 2001 • Overall Objectives • Evaluate the status, plans, and technical and programmatic risks associated with NPOESS acquisition and operations • Identify challenges in managing the vast streams of data from NPOESS satellites • Determine whether the IPO is effectively applying lessons learned from prior NOAA satellite acquisition efforts • Entrance meetings with NWS and IPO in August • Numerous meetings with IPO to discuss all 3 objectives • No definitive schedule for completion of review • Draft report may be available for spring Congressional hearings after release of FY 2003 PB

GAO Review of NPOESS • Current GAO Review Team focus is on objective #2 • Reviews initiated in November with DoD and NOAA • COL Jamilkowski is DoD POC • GAO Team to visit METOC OPCs (FNMOC, NAVO, AFWA, NCEP/NESDIS) • Focus of discussions on satellite data utilization • Current DMSP/POES data management overview • Data flow from satellites through center to end users and archives • Current uses of satellite data • Current center processing capacity and storage • Plans for NPOESS data management • Plans to "grow" the centers’ capacity, storage, and numerical models to get ready for NPOESS increased data volumes • Budget plans for growing these capabilities

GAO Review of NPOESS • GAO Team request for information from OPCs • Current data flow architecture for DMSP data • DMSP/POES and NPOESS portions of a current information technology architecture (ITA) and target ITA • Migration plans for reaching the target ITA • Plans to assimilate NPOESS data into weather models • Plans and budget information supporting efforts to "grow" the centers’ infrastructure & models

Satellite Data Assimilation • COPC requested IPO to “lead and fund a vigorous data assimilation plan” • IPO agrees with COPC precepts • Effective assimilation of satellite data into operational products is important to success of future satellite programs (NPOESS/GOES-R) --- However • IPO is not authorized nor funded to develop satellite data assimilation techniques as part of approved program • IPO has provided >$3M over last 5 years for satellite data assimilation experiments and development of techniques for processing data from precursor instruments • NCEP, OSDPD, AFRL, NRL, and academic institutions • (AIRS, MODIS, SSM/IS, WindSat) • IPO will provide up to $500K annually to the Joint Center for Satellite Data Assimilation • Funding contingent upon integration of DoD OPCs (FNMOC, NAVO, AFWA) into the JCSDA
