In response to budgetary pressures, the Environmental Development (ED) department has been tasked with identifying cost reduction strategies for the Joint Network Technical Capability (JNTC) infrastructure. This document presents a focused proposal for reducing costs related to the Joint Technical Environment Network (JTEN), one of the largest cost drivers. Based on previous work in the JTEN Recapitalization project, recommendations include the elimination of low-utilization sites and a shift to a more efficient JTEN 2.0 framework, anticipated to save approximately $750,000 annually.

Abstract • In response to budgetary pressure, ED asked to consider ways to reduce costs accrued by JNTC technical infrastructure • JTEN one of the largest JNTC cost drivers • As a result of previous budget cuts, most cost reductions taken with regard to JTEN have already been taken • Therefore the best place to consider cost reductions now is in the size of the network itself
Method Based on work begun 2 years ago in the JTEN Recapitalization project, there are a number of sites on the JTEN that have low utilization rates These sites could be removed to save equipment maintenance costs and their needs for JTEN satisfied by the deployment of a JTEN pod Recommended cut list based on JTEN Recapitalization metrics Projected savings by proposed reduction approx. $750,000 OM/ year
Two sites will be eliminated as no longer necessary under JTEN 2.0 (JTEN 1.0 hubs without local customers) • Several sites can be made local backside connections to nearby JTEN nodes – JTEN node at such a site is eliminated and local network connected as backside to neighbor node • SITE PICKS UP REMAINING COSTS • Remaining sites nominated on basis of low utilization, except in cases of special interest (link to another network, etc.)
Deployment • Deployment phase begins upon completion of the Operational Acceptance Test in April assuming test is passed • Site surveys begin in April • Site installations begin in June • JTEN 2.0 upgrade complete June 2013 if schedule holds
