  3. Implementation of Revised CCC Bylaw We already got endorsement from 2/3 of our members We are now seeking endorsement from all ExCom members and submitting to MoI. The implementation of the new Bylaw will be after we get approval and stamp from MoI.

Implementation of Revised CCC Bylaw Note on annual membership fee in the revised bylaw: An annual membership fee is charged based on the actual annual approved budget plan of members multiplied by 0.00225. The result is the annual fee which the member will pay, but not more than 12,000,000 Riel or USD $3,000. Minimum amount $200

Online NGO Database What is online NGO Database (NGODB) about? • Online NGODB is a main online asset of local & international NGO information center in Cambodia. • NGODB consists of accurate and quality of comprehensive development information including core & project information of NGO that registered with MoFA and MoI.

Online NGO Database What is the important of online NGODB? • Save your time through online update for individual NGO information/access to other NGOs information. • Searchable information as needed. • Promote your organizational profile. • Enhance collaboration b/w NGOs and other relevant development actors. • Provide with funding opportunity and/or reference information for funding agencies in making decision to select the right NGOs/target programs.

  9. Online NGO Database What is the important of online NGODB? • Promote transparency of NGOs sector and help NGOs in their fund-raising efforts. • Produce Development Effectiveness Report to reflect the annual NGOs contribution to the development of Cambodia.

Online NGO Database Who can use this online NGODB? • All relevant development actors, CCC members & non-members, donor agencies, development partners, government, private sectors, researchers and students. • However, CCC members are allowed for more access to the detailed information while the others are limited access to the information (e.g. address, telephone)

New Revision of NGO Code and VCS • A new NGO Code has been developed as a result of wider consultation and other participatory approaches, and was endorsed by NGO Community and NGO Code Compliance Committee in Nov 2013. • It aims to improve the quality of VCS system and effectively respond to the demands of CSOs, government, DPs, and in line with NSDP, and international principle such as Istanbul principles for CSO Development Effectiveness. • The standards, guidelines and indicators in the new version aim to protect all forms of corruption, child protection and participation, gender and minority equity, environmental friendly, financial sustainability, and more accountability to beneficiaries, etc.

Many certified NGOs have reported that they become more capable, professional and recognized by their stakeholders as the role model NGOs “Since NK received the NGO GPP certificate, I observed that staff has improved their attitude as most of them have paid more attention on key policies and optimistically, they become braver than before. Obviously, they can now approach their mangers and me to seek for clarification on the Staff Policy and Finance Policy. Interestingly, now, we have the minutes taken and made available for every meeting. I recognize that we become more professional than before while staffs, now, clearly understand and effectively practice relevant policies and procedures”. How can the NGO Code and VCS add values to CCC members and their partners? • A tool to promote multi-dimensional accountability, self improvement, increase recognition, safeguard against improper behaviour, measurement for appropriate behaviour and as framework for organizational sustainability, and known as a symbol of trust. • A tool to protect and reduce all forms of corruption in the CSO sector. These benefits are in turn transferred to the target community, funding/development partners, the government, and beneficiaries. • It will help them promote effective use and management of aid, compliance with global principles and commitment such as Istanbul Principles, ACCRA, and Busan, and especially sustainability of the CSOs sector in Cambodia.

  23. How can CCC members and their partners add value to the NGO Code and VCS? CCC trusts that CCC members can add a lot values to this system by actively participating and supporting the Code and VCS through: Sharing and building awareness on the Code and VCS with their partners and the people they work with; Partnering with CCC GPP to use this NGO Code and VCS as a tool for conducting pre award assessment and selecting their funding partners; Using it as a tool for capacity assessment and capacity development toward the certain standards, and certification;

How can CCC members and their partners add value to the NGO Code and VCS? • Providing financial support directly to applicant NGOs in order to meet certain standards such as global financial audits, and organization and program evaluation; • Considering the certification as one of the funding criteria; • Encouraging their partners (both local and international NGOs) to comply with the NGO Code and participate in the VCS process.

  25. What can CCC do to support member organizations and their partners to participate in the NGO Code and VCS? Sensitize CCC members and their partners on NGO Code and VCS through a series of group presentations and/or individual meetings; Assist in conducting rapid assessments on their current capacities toward compliance with standards in the Code and VCS; Conduct comprehensive organizational assessments for member organizations and their partners by using the standards, indicators and guidelines as defined in the NGO Code and VCS;

  26. What can CCC do to support member organizations and their partners to participate in the NGO Code and VCS? • Provide capacity development through classroom based training, coaching and mentoring, learning forum, and supporting reference materials required by the NGO Code and VCS; • Work together with member organizations and their partners to bring collective voices to back donors of CCC for their support.
