  2. FY 2014 Consolidated Appropriations • January 17, the President signed H.R. 3547, the Consolidated Appropriations Act, 2014, to fund the government through the remainder of Fiscal Year 2014. It is Public Law 113-76. • Provisions related to Office of Vocational and Adult Education (OVAE) include: • Renaming OVAE the Office of Career, Technical, and Adult Education (now OCTAE) • A total budget of $1,702,686,000 for career and technical education and adult education (which is an increase of 3.4 percent from FY 2013 appropriations)

Consolidated Appropriations (cont.) • Adult Education • Level funding for AEFLA state formula grants, at $577,667,000 (same as FY2013 appropriation) • $3 million increase for National Leadership Activities (now funded at $13,712,000) to support new awards for prisoner reentry education models, which was included in the President’s budget request • Level funding for integrated English literacy and civics education, at$70,811,000 (same as FY2013 appropriation) • Perkins • Approximate 5 percent increase for CTE state grants (funded at $1,125,019,000) and level funding for CTE national programs

Presidential Memo on Skills Requests the Secretary of Labor to: • Conduct an overall review process, led by the Vice President, of job-driven reform of federal employment and training programs, and • Develop a specific action plan to make the workforce and training system more job-driven, integrated, and effective • Within 180 days of January 30.   10. STATE PLAN EXTENSIONS Please submit proposed performance measures with the State Plan Extension. Note - they might not have been approved at the time of submission. Let us know if you are planning a new competition this year, and the proposed date of the competition.
