Adjacent Criteria Study • NTTG requested evaluation of congestion impacts of removal of WECC adjacent circuit criteria • Resistance from TSS to provide information • Resource requirements and having another “Rating” out there • TSS wants proper description/caveats for study • Reviewed critical outages listed in Path Rating Catalog • Pursued existing paths that listed N-2 outages or did not list a critical outage with TSS contact • Harder to quantify rating change for future projects – assume expected ratings would not change • criteria change would be most beneficial for siting projects

Adjacent Criteria Study • 17 path directions listed N-2 outage as critical outage or did not list a critical outage • 14 of those path directions included common towers, had RAS to mitigate N-2 outage, had additional N-1 limiting outages, etc – would not result in path increase w/o criterion • Only 3 paths would result in increases w/o criterion • Path 18 N-S: 8 MW • Path 26 S-N: 1000 MW • Path 51: 400 MW

Transmission Cost Estimates • SWG is using transmission cost estimates developed by WREZ process. • SWG will use developer mileages, WREZ cost per mile to develop project costs • Substation costs seem high, were ignored in the cost estimates developed for last year’s study. • Task force being created to review and update these costs – needed by September 30 • Jeff Hein to lead (Jeff.Hein@nrel.gov)

SCG Foundation Project List • SCG Final Foundation List posted • SWG Foundation List webinar July 16 • SWG discussion July 28 • SWG agrees with criteria used to develop Foundation List and the application of the criteria • SWG plans to use Foundation Project List for 2020 base case (one abstention) • One issue remaining with NV projects (SNIP) • Additional documentation is desired (WECC staff recommendation – Steve)
