  2. Case 1:“Project in South-East Asia” • Duration of Program: 2 years (Feb 2006 to Feb 2008) • Contract out to an International NGO Size of the HIV/AIDS program • Respondents: local workers, community population, sex workers, etc.

  3. (A) Activities • Provision of health knowledge and counseling training to health workers at Contractors and Health Clinics • conducting surveys and provision of information • coordination with contractors and local communities • provision of Condoms and training of its usage

  4. (B) Mid-term Report (survey; about 240 workers and officers) • 80% of the respondents reported having improved knowledge of HIV/AIDS (most respondents could give correct answers to HIV related questions and cite at least one HIV transmission route) • 10,000 condoms were distributed every month, total of 85,000 condoms distributed. • 70 % of those who had sex in previous month could have access to condoms. • Condom usage was much higher than the baseline survey (baseline=26%, mid-term survey=50%)

Recommendation • Ensure sufficient time for implementation • Improve output related indicators to match with available resource (human resources, time, etc) • Conduct training for newly recruited health workers, places for counseling, etc • Prepare more activities in communities, more time, and more materials for training, etc. • Encourage more collaboration with VCT centers and the project, etc

  6. Case 2:“Project in South-East Asia” Duration of Program: 1.5 years (Phase1; Nov 2001 to Mar 2002) (Phase 2; Apr 2002 to Mar 2003) Provided by a grant study scheme (SAPI) of JBIC Respondents: local workers, community population, sex workers, etc

Phase 1 • Collection and Analysis of information in the following: • existing situation of HIV/AIDS and STI • existing system for HIVAIDS and STI • past and present programs • behavior pattern and knowledge of HIV & STIs of targeted groups (2) Output of Phase 1 • Identifying Potential Approaches • Proposing Implementation Plan

Phase 2 • Activities (1)Advocacy (2)Peer Education and Life Skills for CWR (3)Social Marketing of Condoms (B) Outputs (1)Advocacy: Reaching up to 13,000 people (2)Peer Education: informal peer education information provision to about 1,000 (3)Social Marketing: Condom Sales booth increased from 55 up to 142: Average of condoms per month sold from 10,650 to 67,500:

Issues to be tackled • Create Monitoring and Evaluation indicators besides “output” basis • Create Monitoring and Evaluation indicators besides “awareness” or “attitude” of targeted groups • More effective and efficient ways to collect evaluations indicators (due to limited human resources and period of time) • Possible economic analysis of HIV/AIDS interventions • Reflect good practices and/or lessons learned into future programs-systematic ways to provide and disseminate feedback
