Policy guidance to engage private sector • Clear policy to engage private sector is in place • 10 points government’s health policy • NHSP-IP – II, 2010-2015 • National AIDS policy, 1995 • National HIV/AIDS Strategy, 2006-2011 • National HIV/AIDS Action Plan, 2008-2011 • Workplace policy in place – developed by the government in consultation with ILO and FNCCI in Nepal • Private sector is consulted in many occasions in policy making, programme designing and resource mobilization • Example. GFATM proposal development

Recent achievements with private sector - I • Workplace policy in place and in practice in many private agencies, particularly in: • Private Banks: Bank of Kathmandu, Standard Chartered Bank – awareness activities • Federation of Nepalese Chamber of Commerce and Industries (FNCCI) is leading the issue • FNCCI is one of the active networks of Nepal’s AIDS response • Private medical colleges (and few nursing homes) have been orientated about to start VCT services last year • Routine HIV testing and STI treatment services are being provided through private hospitals (but few are reporting)

Recent achievements with private sector - II • Nepal Public Health Laboratory has recognized more than 15 private laboratories for HIV testing • We are best trying to mainstream the HIV testing, STI treatment done by the private sector • NCASC has already started dialogue with private sector to establish a good model of Public Private Partnership (PPP) in ART, PMTCT services: • Government will provide ARVs and related commodities, trainings and recognition, • Private sector will provide the services • MASS Pvt. Ltd. is supporting in supply chain management of ARVs, STI drugs and other related HIV commodities

  6. Challenges • Private sector is small and young • Private sector is suffering from political instabilities • Corporate responsibilities (and ownership) are not adequately dreamed and dialogued to explore options

  7. Opportunities • Clear and encouraging policy to engage private sector • Young and exciting private sector and enthusiastic to expand, provided the political stability is gained. • Though the private sector is small, its network and existence is reached to communities (district and below) • We have recognized private sector as a potential partner for improved coverage and quality AIDS response • Scope to engage private sector better in upcoming NSP and resource mobilizations
