The elected Executive Committee 2012-13 • The Executive Committee (EC) had the following composition after the General Assembly held in Spain September 2012: • President: Oddvar Haagensen, Norway (2013) • Vice-President: Ernes Heleg, Bosnia and Herzegovina (2014) • Members of EC: Johan Pihlström, Sweden (2013) • Jan Sevcik, Czech Republic (2013) • Arto Purkunen, Finland (2014) • The Policy Secretary Leif Agnar Ellevset, Norway, has as secretary for the EC participated in two of the meetings. The Administrative Secretary Kevin De Medts, Belgium, has as observer participated in two meetings. • President Oddvar Haagensen was due to serious sickness hospitalized February 2013. Vice-President Ernes was from February to the Congress 2013 Acting President and had the main responsibility for the running work. Haagensen has during his sickness period participated in the work and arranged the last EC meeting in Norway. • 2. E-mail: policy-secretary@ecraf.eu • The ECRAF statutes approved by the General Assembly in Spain in September 2012 has an exact description of the EC’s responsibility which has been followed by the EC. • The following is expressed in article 10 about the EC: • The Executive Committee consists of the President, the Vice-President (The • Presidency) and three other representatives from the members. By equality of • votes, the President’s vote is decisive. • The Executive Committee is responsible for running the organisation between • the annual Congress, and meets as often as necessary. • The Executive Committee leads and coordinates the Standing Working Groups • (SWG), decides, based on the will of the delegates at General Assembly, the • matters to be worked on by Ad Hoc Working Groups (AWG) and prepares each • group reports for the next General Assembly. • The President is together with the Executive Committee, the Secretariat and the • host country, responsible for the planning and implementation of the annual • Congress an General Assembly. The host country meets in the Executive • Committee when issues related to the next congress are discussed or are going • to de decided. - 2 -

E-mail: policy-secretary@ecraf.eu 3. The way of working / EC meetings in the period • The EC had its first meeting in the period in Prague, Czech Republic, 10.-11th December 2012. The EC had its second meeting at Trondheim Airport, Værnes, Norway, 7. - 8th May 2013. • The EC will have its third meeting in Sarajevo, Bosnia-Herzegovina, in front of the ECRAF Congress 9.-10th September 2013. • The EC has during the three meetings discussed 22 subjects and some additional subjects have been discussed and solved by mail or phone contact. • The minutes of the EC meetings have after internal approval, been sent to all the delegates and a summary has also been included in the Newsletter. I addition the EC agenda has been sent all national delegates before the meetings took place. • 3.1 The EC meeting December 2012 • The main issues on the agenda for the EC meeting in Czech Republic, 10-11th December 2012, were the following: • - Draft minutes from Executive Committee meeting in Zaragoza 12.-13th September • 2012. • - Congress 2012 / Evaluation / Changes next congress • - General Agenda. Accomplishment, minutes etc. • - Status information about Congress and GA 2012 • - Possible adjustment of the Strategy and Action Plan • -The further process with statistics • - Sponsorship • - Web advertisement • - How to progress with sponsorship • - The next congress in Sarajevo • -Election at next General Assembly • - Congresses 2014 - 16 • - The next EC meeting in May 2013 • - Other issues to be dealt with. • 3.2 The Congress planning meeting in Sarajevo February 2013 • The President had to cancel the congress planning meeting Sarajevo February 2013 • and no planning meeting has been done to the host nation by AS. The Acting President together with the members of Executive Committee and Secretariat has coordinated preparation of the documents for Congress by e-mail, and the all necessary documents were done by end of the March 2013. • 3.3 The EC meeting May 2013 • The main issues on the agenda for the EC meeting in Norway 7.- 8th May 2013 were the following: - 3 -

Secretariats • The work of the secretariats has been performed in accordance with the decided work • directive for ECRAF Secretariats. • 4.1 Administrative Secretariat (AS) • The Administrative Secretariat is placed at the Belgium Armed Forces. First Lieutenant (OF-1) Kevin de Medts, has since 2010 performed secretariat work as: • Congress: Assist program planning, invitations, registrations, write draft minutes etc. • Budget, accounting, invoice and receive money • Buy relation gifts • Secretary of the Election Committee • Other assisting / services. 4.2 Policy Secretariat (PS) The Policy Secretariat is placed at theNorwegianArmed Forces. Head of Policy Secretariat, Senior Adviser Leif Agnar Ellevset, has since 2009 performed the secretariat work as: - Secretary for the EC, General Assembly and selected working groups - Editor of the website and the newsletter - 4 -

E-mail: policy-secretary@ecraf.eu - Sponsorships - Planning and implementation of the Congress and General Assembly - Other assisting / services. 5. Countries visited The President visited, after invitation, together with the Policy Secretary the Israely Armed Forces 4. – 7th. November 2012. Interesting meetings were held with the Armed Forces and national collaboraters in the field of Road Safety. The good prepared meetings showed many interesting projects that could be actual for consideration by other ECRAF members. The visit was very good planned and the programme was exellent. The President would like to thank the Israely Armed Forces as host for a great military visit. 6. Following up General Assembly 2012 6.1 Strategy Plan 2013-2017. Action Plan 2013-2014 The Executive Committee has had the STRATEGY PLAN 2013-2017 and ACTION PLAN 2013-2014, decided at the General Assembly 2012, as a basic for its work. The plan is a vital tool in the important work to improve and strangthen ECRAF. The ECRAF Congress has decided that ECRAF aspires to be the foremost independent institution recognised across Europe for the best practice within the military environment to prevent road traffic incidents, and the mission is to collect and exchange knowledge and experience, analyse military road traffic statistics and develop recommendations to improve road safety in the Armed Forces. 6.2 Statistics The General Assembly in Spain 2012 approved the report on ECRAF Statistics and decided to start the work by itself to establish a commom data base for road traffic accidents. The EC meeting in December 2012 decided that the normal yearly procedure for collecting data will be as follows: An informative letter and a questionnaire will be sent the delegates in January. The national statistics must be returned not later than 1. April 2013. A preliminary report will be presented at a EC meeting normally held inMay A final report will be presented at the Congress / General Assembly September The EC approved the 25. February 2013 the Directive ECRAF Statistics which includes the directive for the statistics, a form to be filled out and with detailed information and instruction how to fill out the form. - 5 -

E-mail: policy-secretary@ecraf.eu Due to the fact that we needed more time than expected in the planning and implementation process, the information and formular were sent out by the WG chairman Johan Pihlstrøm, Sweden, to the countries/delegates 13th May 2013. The time limit for sending data to the WG chairman was set to 14th June 2013. 6.3 Sponsorship The General Assembly 2012 decided to approve the EC proposal Directive ECRAF Sponsorship. The directive included Website advertisement and Promotion at ECRAF Events. 8 countries were in favour and 5 against the proposal. The General Assembly in 2011 approved the introduction of limited banner advertisement and contracts for one year were signed with two Norwegian firms December 2012 and January 2013. The General Assembly in 2011 also had its first preliminary discussion about promotion at ECRAF congresses and other ECRAF events. It was underlined in the discussion that the introduction of sponsorship must be done gradually. It was also stated that the sponsors will be approved by the Executive Committee. The EC decided at its meeting in December 2012 that due to result of the voting about the directive, we need to progress slowly and be more specific. A detailed draft built on the decision from the General Assembly must be worked out and a document will be sent all the delegates in February 2013 which will be invited to give their comments/proposal within mid of April. Then a decision will be made by the EC at the coming EC meeting in May 2013. Due to the actual circumstances this process were delayed. A proposal named “How to progress with ECRAF Sponsorship?” was worked out 27th April 2013, approved by EC and sent to delegates asking for comments within 15th June 2013. The proposal sent out 28th May was as follows: “The EC has discussed the issue again by letter and has concluded in the following way: 1. Exhibition at the congress An exhibition will be held at the congress in accordance with what is earlier decided and stated in the Directive ECRAF Sponsorship. 2. Exhibition place The exhibition will be held in a separate room near by the congress room. - 6 -

E-mail: policy-secretary@ecraf.eu 3. Exhibition time The exhibition time will be from Wednesday lunch 12:30 and to the end of congress Thursday afternoon 18:00. 4. Separate invitation to the exhibition A separate invitation will at the congress registration be given to all the delegates to the opening of the exhibition. The opening Wednesday from 12:30 to 13:30, will be a combined lunch and presentations given by the exhibitors. The delegates that do not want to take part in the event, will be given ordinary congress lunch possibilities. 5. Exhibition experience will be discussed at GA Due to the actual voting result for arranging exhibition at ECRAF congresses, the EC will initiate a discussion about the actual and implemented exhibition at the congress in Sarajevo. This will be done if the GA wants any changes or adjustments made for the future congresses.” The Slovakian Armed Forces, which was the only member that sent their comments on the proposal from the Executive Committee, agreed with the idea of sponsorship. The Slovakian Armed Forces suggested that place for exhibitions and presentations spon- sors was financed by the ECRAF budget, so that the financial burden not was on the host country. - 7 -

E-mail: policy-secretary@ecraf.eu 6.4 Networking The ECRAF Executive Committee discussed at the meeting in Prague 10 – 11th December 2012 that civil – military cooperation will be the main topic at the coming congress in Bosnia Herzegovina September 2013. The Executive Committee decided in the same meeting after proposal from Johan Pihlstrøm, Sweden, to appoint a working group to propose a strategy and activities for this important field. Pihlstrøm proposed that the working group should be chaired by the President. The proposal was approved and following persons were appointed to the working group: President Oddvar Haagensen, chairman, Arto Purkonen, Finland and Leif A. Ellevset, Norway, members. Ellevset was later appointed as the working group secretary. Due to the actual circumstances the working group decided to try to do most of work communicating bye-mail. The working group discussed initially the mandate which where defined in the following way: Make a status for networking done since ECRAF started formally in 2003. Propose strategies and activities for ECRAF networking at European level for the coming years: 2.1 What trades/fields should be included in the networking? 2.2 Should research be included ? 2.3 What organizations/institutions should be included in the European network? 2.4 How should this work be organized? Propose strategies and activities for ECRAF networking at international level for the coming years: 3.1 What trades/fields should be included in the networking? 3.2 What organizations/institutions should be included? 3.3 How should this work be organized? Recommend strategies and activities for networking at a national basis - based among others on the received input from the delegates. Proposal how networking should be included in the coming congress programme. - 8 -

E-mail: policy-secretary@ecraf.eu The working group delivered a preliminary report May 2013 and the final report will be sent out in due time before the coming congress in Sarajevo. 6.5 Website The website has been changed and updated periodically. However, for the future, it is desirable with a more frequent update and an important increase in the national contributions. 6.6 Newsletter The newsletter has been issued two times since the last congress. Two issues in 2012 and one issue is planned before the coming congress in 2013. However, we have the same situation as for the website, we are missing national contributions. 6.7. Transfer of Secretariats The transfer of Secretariats has been prepared by AS and PS. The AS is well prepared for transferring the Administrative Secretariat. The PS has gather all documents etc. from 2008 to 2013 in two archive folders. All the documents are also stored at a memory stick which will be adjusted and updated before handing over. Transfer of the website needs to be discussed separately with the new administrator/editor when it’s decided who is responsible for this task. 6.8 Financial situation The financial situation of ECRAF has improved a little the last year. Three web-advertisement for 1000 EURO each and exhibitors at the congress have been the main contribution. It will still be very important to improve the financial situation of ECRAF. 6.9 Final conclusions The last year has in many ways been a challenging year for ECRAF. The financial crises in many European countries has had a negative impact in the armed forces, and the countries ability to participate in organizations like ECRAF are reduced. Internal circumstances like the President and the PS health situation have also reduced the capacity of the EC. However, we see the need for ECRAF as a major road safety organization in the armed forces in the future, and we are looking forward to the Congress in Sarajevo in September. - 9 -
