  2. Workshop on “Real Time Data Transmission from Continuous Monitoring Systems (CMS)” CPCB Installed Continuous Ambient Air Quality Monitoring Stations during late 90’s in Delhi. At this point of time, systems were there to record data into Text Format. So the systems were recording data into a floppy which was carried manually from one location to another. Thereafter databases were introduced which were recording data. Then many systems were installed and data communication technology got developed. Hence data transfer started from different locations to one location and Protocols have become critical. Data Generation/ Transmission

Heterogeneous System • In our country continuous monitoring system: -Heterogeneous: • Different Instruments:- Different suppliers • Different Technologies:- Single Parameter & • Different Technologies:- Different parameters • Different Communication Protocols:- Data Transfer • Since, systems are different, platforms are different, formats are different, data collection and verification mechanism is very complex. Basic Issue

  6. REAL TIME MONITORING STATIONS DATA PICK UP POINT Data may be picked up from Station logger or Central server in the network, and transmitted to Central server at SPCB/CPCB.   7. Possibilities of creating desired Network • SYSTEM 1: CPCB can develop a Protocol of its own requirements and publish. This protocol will provide a uniform system of possible interaction with desired industry. • Limitation: It is a very challenging work ?? • May take more time. • Thereafter implementation may also require validation at each specific system. • SYSTEM 2: ALL SPCBs/PCCs/CPCB hire one software development firm, which picks up data from all different make instruments. • Limitation: This may provide two way communication, because implementation of Complete protocols is a very difficult task. • Even if it is done, than surety of implementation can not be done. • It shall also become a monopolistic approach.   8. Possibilities of creating desired Network • SYSTEM 3: EACH SPCB hire one system of an Instrument Supplier and asks this supplier to integrate other systems into this network. • Limitation: a. This may also not provide two way communication. • Even if it is done, than surety of implementation can not be done. • It shall also become monopolistic approach as this supplier may dictate (Monopolistic). • SYSTEM 4: Instrument suppliers be allowed to install their systems in different locations as per their instrument installations. • Limitation: It may require many servers to be located in each SPCB & CPCB. • The issue can be resolved by developing a network of Data Sharing among SPCBs/PCCs. • Proper data server managing is required?   9. Network Plan-A for SPCBs having IT Support Server of SPCB with Software of Firm Network Note : 1. Central Server at CPCB & SPCB server should be similar systems 2. Remote calibration and data crosscheck mechanism should be in place without any human intervention.

  10. Network for SPCB Not Having IT support Sharing of Servers can be allowed among SPCBs/PCCs SPCB Central Server Network Central Server industry 1. Understanding between SPCBs required. 2. Remote sharing of servers for remote calibration etc. 3. Installation of number of servers is based on volume of installations in any specific area.

  11. Scenario : Calculation : if Analysis Servers Installation matrix Number of Installations in a Zone and accordingly number of servers to be installed

  12. Scenario: Analysis Space requirement of one server = 3.5 inch height in 19” Rack 12 servers can be accommodated in one RACK. Total power consumption 600W per server Cost of Rack Rs. 80,000/- only. Hence, by adapting this model, our manpower would be in a better position to concentrate on their job of pollution control and would be a (PPP) Public Private Partnership model. Servers Installation matrix Model would provide a National Database without human intervention and purpose of surveillance will be served better.

CPCB System • In order to overcome the heterogeneity of the systems & shortage of Manpower following model of data collection and verification had been adopted: • Help of Instrument Suppliers taken and were allowed to install their servers in CPCB, resolving complex protocol issue. • Polluter Pay Principle followed & industries were asked to take help of instrument suppliers for timely, correct data submission with remote calibration facilities. • Server-Client software architecture used which enabled to view and verify data through • remote configuration and calibration, • Diagnostics • Immediate Display of data through web portals, through Internet and Data available for scrutiny of Industries/SPCB/CPCB. • System based data validation and reporting procedure for validation in a time bound manner. CPCB System • To keep a check strict conformity testing is maintained which is modified time to time. • Routine data backups maintained to ensure data availability. • Safety measure: Beside data backups, work stations configured in SPCB/PCC. However, If entire mechanism is in place, the data will automatically get collected in to repository to be maintained at NIC. • Networks are installed with security devices having separate domains, hence are very safe.
