  2. School Funding Reform Act (SFRA)of 2008 The Governor’s budget address includes an increase in State funding for education of $148 million. No district will see a decline from the state aid they received in 2008-09, while almost one-third of all districts will receive an increase in aid. Districts spending below the “adequacy budget benchmark” will receive increases in state aid capped at five percent. Impact of additional Federal Stimulus Aid for Title I and IDEA grants is still unknown. Details are forthcoming from the Department of Education.

  3. How Does the SFRA of 2008 Affect Pennsauken Public Schools? State aid increase for 2009-2010 is 5%. 2009-2010 State Aid (Operating Budget) - $ 48,283,721 2008-2009 State Aid (Operating Budget) - $ 45,984,496 Total Increase in Aid - $ 2,299,225

Basic Budget Facts • For the second consecutive budget year, there is NO INCREASE in the Tax Levy • State Aid increased by $2,299,225 • Projected 2% Fund Balance of $1,639,074 as permitted under NJ Administrative Code • Increasing tuition for special education out-of-district students • Anticipated increases for fuel and utilities

Budget Goals • Continued implementation of recommendations from last year’s CAPA Report (Collaborative Assessment for Planning & Achievement) • Maintain programs and services without reductions in staffing • Funding for capital improvements and equipment • Replacement of school buses to be retired based on state limit of 12 years of service • Focus on technology – computers, laptops, smartboards, etc. • Maximize revenues and use fund balance to maintain a stable tax rate

What’s new in the 09-10 Budget? • (3) School Buses to be purchased • One-ton truck for buildings and grounds department • Speaker system for High School gymnasium • Infield groomer for baseball fields • Window replacement for two wings of the Phifer Middle School and the High School cafeteria • Replacement of unit ventilators at the Phifer Middle School • Lighting improvements at the Phifer Middle School • Improvements to the High School football stadium/field • Renovation of High School tennis courts • HVAC for Fine Elementary School • Playground equipment for various elementary schools

What’s new in the 09-10 Budget? • Renovation of rooms 121 and 122 at the High School, including HVAC • Floor tile replacement at various locations in the High School • Musical Instruments totaling $62,750 • Wrestling mat for the High School • Technology purchases (computers, laptops, smartboards) totaling $293,760
