Communicating to Policymakers • National Center for Economic Research (CIEN) - Guatemala • Tool – individual meetings with Ministry officials • Goal – to share recommendations and push positive change • Impact – change in school calendar to address delay in textbooks and resources (CIEN recommendation) “El Ministerio de Educación (Mineduc) analiza cambiar la fecha de inicio del ciclo escolar del 2009 y empezar las clases el 1 de febrero. Con medida las autoridades pretenden tener lista la refacción escolar, los libros de texto y todo lo necesario para completar los programas de educación que tuvieron retrasos durante el 2008.” (from major Guatemalan newspaper)
Communicating to Policymakers • Romanian Academic Society (SAR) - Romania • Tool – policy briefs distributed to government officials • Goal – to provide government with simple easy-to-understand information about how decentralization is working school spending • Impact – SAR findings incorporated into new Commission on education reform
Communicating to Policymakers • Research Center of the University of the Pacific (CIUP) - Peru • Tool – seminar with policymakers as speakers • Goal – to generate interest from government and get responses from them on results-based budgeting • Impact – CIUP results have become part of the dialogue Note – this seminar also capitalized on connections with other CSOs

Communicating to The Public • Centro de Análisis y Difusión de la Economia Paraguaya (CADEP) - Paraguay • Tool – poster for schools explaining PETS findings and ways service users can monitor spending • Goal – to encourage participatory monitoring of school spending • Impact – posters encouraged principals, parent associations, NGOs, and others to begin developing a “participatory action model for change”

Communicating to NGOs • Centre for Budget and Policy Studies (CBPS) - India • Tool – documentary outlining budget process and interviews with progressive (and incompetent) officials • Goal – to inform NGOs about the budget process in health and education • Impact – many NGOs have reported using the documentary in their own advocacy work Note – this seminar also capitalized on connections with other CSOs
Communicating to the Media • Center for Democratic Development (CDD) - Ghana • Tool – journalist toolkit with info about findings on teacher absenteeism and questions to ask politicians about this issue • Goal – to increase the pressure on policymakers to discuss issues of education service delivery • Impact – initiated dialogue and have seen initial changes in reasons for absenteeism Note – this seminar also capitalized on connections with other CSOs
