Task 3.1 Template for Excel tool • GHG calculation for heat and electricity slightly different from GHG calculations for biofuels  an agreement on template is needed • Rough outline was prepared by IFEU and ANL before the KOM • Will be discussed in detail after coffee break • Time schedule and partner involvement: Kick-off meeting Brussels May 14-15, 2012

Task 3.2 Tool v1 & Standard values • Preparation of draft Version 1 (D3.1) of the Excel tool by IFEU and ANL • Approximately 30 biomass production pathways (as listed in COM(2010)11) • IFEU: 2/3; ANL: 1/3 (to be decided) • Draft list of standard values • delivered by LBST (subcontracted by IFEU) • Version 1 is input for • first policy maker workshop (Task 4.2), • first round of feedback session (Task 5.1), • first two public workshops (Task 5.3). What is new compared to BioGrace I? • Basis: COM (2010)11 • Final energy is not the final fuel (as for biofuels) but electricity, heat and cooling Conversion efficiencies play an important role • Functional unit: g CO2eq per MJ of final energy commodity • Combinations are possible between electricity, heat and cold production • Annex I requires that default value is divided by actual energy conversion efficiency value of installation (default values provided in report are per MJ energy carrier) Kick-off meeting Brussels May 14-15, 2012

  20. Possible combinations • Combination electr./cooling or heat/cooling not covered by point 1b, 15 (COM(2010) Annex 1  EITHER: can‘t be applied in combination  OR: needs additional rules for combination

The BioGrace II tool • Suggestion: start from existing BioGrace I file • Introductory sheets: About, Directory • Standard values, user defined standard values • One calculation sheet per biomass-to-electricity / heat pathway • Separate sheets for LUC, N2O emissions • Layout needs to be adapted (colour scheme) to prevent confusion with biofuel tool (will be done by BE2020) Kick-off meeting Brussels May 14-15, 2012

  22. Adaptations in the BioGrace II tool • Removal of disaggregated default values and the “A” / “D” choices • Not sure whether disaggregated default values can be used • Option 1: Disaggregated default values might be introduced by Commission if sustainability indicators become mandatory • Option 2: If indicators are not mandatory, policy makers in target countries might disaggregated default values • Suggestion: no final decision possible at the moment; template will be adjusted subject to the respective decision Kick-off meeting Brussels May 14-15, 2012

Adaptations in the BioGrace II tool • Calculations for electricity and heat are not additive but alternative • Do we want to present both results? • Does it make sense to present both? • How / where should the Carnot factor be included (together with allocation factor or separately)? • Where should the production efficiencies be included by the user? • Should cooling be included in the tool? • COM(2010) provides comparators for separate electricity, heat and cold production, however, no procedure on how to combine electricity and cold production Kick-off meeting Brussels May 14-15, 2012
