  1. The importance of reporting accidents IPAF Peter Ellis – IPAF Middle East Regional Council Vice Chairman

  2. Why report an ACCIDENT ! It allows Government bodies and IPAF to collate information and recognise trends It will allow training bodies to include additional emphasis based on the types of incidents and accidents that are occurring in the region. Reporting fatal accident should not be seen as a negative, this information is used to help reduce accidents in the future

  3. Example of how Accident Data is Managed Accident Reporting Involve Manufacturer's Safety Campaign What was the reason the accident occurred Involve IPAF More Emphasis on Trends Innovation Safety Bulletin

  4. MEWP Accident Report 2017 IPAF ACCIDENT DATABASE “Every incident is a notice that something is wrong with – men – material – or methods Investigate then act

  5. MEWP Accident Report 2017 What is considered a MEWP accident? Where a MEWP is used (operation, travel, loading, transport or maintenance) a person has died as a result

  6. Fatal Accident 2013 – 2015

  7. 2011 INNOVATION Sky Siren Sanctuary Zone

  8. 2012 MORE INNOVATION SkyGuard

  9. MEWP Accident Report 2017 83 Known fatal accidents using MEWPs in 2017 Significant number of fatalities are untrained operators Research has expanded to include more government reports Based on IPAF accident database and 29 Country reports Data may be updated as further information is available

  10. MEWP Accident Report 2017 BY ACCIDENT TYPE

  11. MEWP Accident Report 2017 Total fatal accidents = 83 Electrocution accidents = 25 Focus on USA =15,

  12. MEWP Accident Report 2017 FOCUS ON ELECTROCUTIONS

  13. MEWP Accident Report 2017 FOCUS ON USA

  14. MEWP Accident Report 2017 USA Action plan Dedicated safety campaign North American Regional Council to host INNOVATE which addresses key issues – electrocutions and falls from the platform We also call on IPAF members located in the USA to add their support

  15. MEWP Accident Report 2017 2017 saw too many fatal accidents >each one is a story not a graph >using MEWPs remains the safe option 1.35 million MEWPs in rental fleets 900,000 operators who each day are working safely on MEWPs

  16. MEWP Accident Report 2017 Summary The key factors of fatal accidents in 2017 on MEWPs are • the high rate of electrocutions in the USA, and • high accident rates in both Italy and France. These countries were likely under-reported in previous reports. UK and Germany remain the benchmark for low fatal incident rates, although recent accidents in 2018 demonstrate that there is no room for complacency. These accidents were preventable so it is possible to positively impact these accident rates MEWPs are a safe means to work at height. Take the time to work safely

  17. IPAF TRAINED OR NOT

  18. Slips Trips and Falls from height Over 70% of all slips trips and falls occur when working at 3m and below. A typical construction site having 50 steps ladders and mobile scaffolds On average a worker will climb up and down 4 times per hour Average day 10 hours 6 day working week Potential number of slips trips and falls per week = 12,000

  19. Examples of unsafe Work at Height

  20. What is LLPA? A range of light weight, push around, and self propelled machines that allow work to be completed safer, faster, and with less resource when compared to using steps, ladders or mobile scaffolds up to a height of 6 meters.

  21. Health and Safety Advantages of LLPA • Handrails always in place; operator protected from ground up • Permanent toe boards • Automatic braked wheels on elevation • Emergency lowering from the ground • Operator fatigue is minimised; no erecting, dismantling or climbing • Significant reduction in number of personnel on site • Slips, trips and falls reduced to ZERO

  22. Bahrain Oman Iraq Qatar UAE Kuwait Saudi Arabia New Country Jordan
