  2. Mission • Serve as the DoD Central Control Point (DoDCCP) for contract admin/audit support on direct commercial purchases of defense supplies by Foreign Governments/Int’l Organizations

  3. DoDCCP Execution Strategy To ensure our customers receive accurate and timely support on requests for Contract Administration Services • Initial Response within 48 hours of receipt • Official acknowledgement within 10 days of receipt by Contract Management Office

International Programs/DoDCCP • Develop policy and perform program management and oversight for Direct Commercial Sales to Foreign Governments/Int’l Orgs • Arrange Contract Administration (CAS)/Audit services for direct commercial sales from U.S. industry to allied nations and North Atlantic Treaty Organization (NATO) organizations • Implement and manage Foreign Military Sales (FMS) Cases for recovery of costs incurred providing CAS/Audit services in support of direct commercial sales • Perform accounting and reconciliation of FMS cases and conduct case closure of FMS cases • Support AT&L/DPAP/CPIC on International MOU issues

International CAS - A 2-Way Street DCS CAS Requests From Around C O the World DCMA International Processed Through DCMA International Field Offices O C N O U N S U S Requests from the US for CAS to be performed outside the US PROCESSING DCMA International And Federal Business Div at DCMA HQ DoDCCP CAS performed outside the US by DCMA International or Host Nation CAS Performed in the US by DCMA FMS contracts are managed the same as DoD contracts

  10. What Happened • Developer was unable to integrate our DoD and non-DoD requirements in single tool • To many competing requirements • DoD delegation philosophy changes • Outdated before design completed Single Delegation

Where to From Here • ECARS – Continues to be our system for non-DoD delegations • Allows for direct input by delegator • Provides real-time status on requests • Delegation Lite – DoD delegation system • Web based version of Quality Assurance/Product Assurance eTool • Requirement to support DCMAI delegations to Host Nation
