  2. How the System was Created • Identified priority sectors • Started with seven (7) priority sectors • Constituted the TESDA Advisory Panel (TAP) for each priority sector composed

  3. The TAP’s role was to identify the qualifications needed for that sector and to seek out members of a TESDA Expert Panel (TEP) for each of the qualifications identified.

  4. TESDA TRAINING REGULATIONS • Name, Certificate Level and clear definition of the qualification • Competencies that comprise the qualification • How competencies are taught/learned • How the learners are assessed and certified • Minimum standards for training materials and facilities

  5. What is a Qualification? It is the: • Professions • Standards • Schooling and Training • Board Examinations • Practice of the Professions

  6. A Qualification should be competence-based. TESDA has identified Basic, Common and Core Competencies.

  7. A Competence-based Qualification was implemented due to the following: • Competence is simply a statement of learning outcomes • Competencies help trainors, learners, etc. to have a common understanding about specific Attitudes, Skills and Knowledge (ASK).

  8. All concerned are more likely to accept and value these competencies • Competencies provide directions for designing learning experiences and assignments.

  9. But more work needs to be done: • In actual education and training of as many learners • In accrediting qualified assessors • In quality assurance of training providers and training programs

  10. I look forward to the day when all persons certified for a qualification from a guild which can be a partner of TESDA in promoting and further professionalizing said qualification. I urge all concerned to finally establish a National Qualifications Framework.

  11. In an ideal world, a National Qualifications Framework should be a series of stepladders.

  12. Suggestions on establishing a National Qualifications Framework: • A single National Qualifications Framework which includes all qualifications • Framework must be market-led • Streamline the processes for developing and promulgating the qualifications • An interactive online source of information available to all learners
