Disability Disaster Access and Resources Center (DDARC) SVILC is the Disability Disaster Access and Resource Center (DDARC) for Santa Clara, Santa Cruz, San Benito and Monterey counties. DDARCs work in partnership with PG&E to assist residents with Access and Functional Needs who live in Tier 2 or 3 zones in the event of a Public Safety Power Shut Off (PSPS). “Blue Sky” PSPS Services include: • Assisting with creating a personal/family emergency plan • Back up battery loans OR Hotel vouchers • Food and Grocery store gift cards • Personal Assistance Services and Transportation • Utility Medical Baseline Application Assistance

Disability Disaster Access and Resources Center (DDARC) Event Escalations • DDAR Centers are activated by PG&E’s EOC • Referrals of residents at-risk are made to DDARs in service regions impacted by event • DDAR staff checks PG&E outage map • DDAR staff contacts the resident to assess the situation and their needs • DDAR creates plan with the resident to include one or more interventions: • Information & Referral/Assistance • Hotel stay arranged • Transportation assistance • Emergency meal(s) delivery • VISA gift cards provided for future food expenses • Gas or VISA card provided for propane/gas expenses • Setting up emergency caregiver services • Follow-up with PSPS assessment and Medical Baseline application
January 2023 Storms: Event Hot Wash Lessons • The DDAR program is still relatively unknown to the public • Many residents who live in high impact PSPS and disaster prone areas are not self-sufficient; many have limited resources • Many residents do not have a Ready-Go bag for quick evacuations • For those able to leave home, a hotel stay is a game-changer for managing their health needs; shelters often don’t meet their needs • Hotels with accessible rooms are important everywhere! • Some residents cannot, or will not, leave their homes even when in danger due to fear, pets, or lack of needed support • Transportation, esp. accessible transport, for evacuations is not coordinated in most communities
