Restructuring the Committee Framework for Enhanced Collaboration and Efficiency

The Task Committee on Committee Restructuring (TCCR) aims to address significant challenges posed by an overwhelming span of control, with 26 standing committees and multiple task committees causing compartmentalization and lack of collaborative vision. As highlighted in the July 19, 2012 report, a function-driven structure will promote synergy and effective collaboration on major issues. TCCR proposes a review of committee structures starting in 2016, with term limits and required committee reports to the Board, ensuring ongoing efficiency and active engagement in program and product development by members.

TCCR Report 7-12 • TCCR was created because: • Too large a “span of control” with 26 standing committees reporting to the Board AND multiple task committees each year • Board not engaging with / guiding its committees • Too much compartmentalization – no group looking at big picture issues as responsibility is spread too widely • Need for effective collaboration on big picture issues • TCCR created a Function Driven structure • staff driven function = committee sunset, administrative oversight assigned elsewhere (ExCom, Program and Finance) • Society program and product development and delivery by members • grouping like activities within a revised Society committee structure for synergy, increased collaboration

TCCR Report 7-12 Require Review of Committee Structure - Implement ongoing review of the structure beginning in 2016 Require prior Board service for Program and Finance Committee chair/vice-chair - Codify existing practice to appoint experienced members to these positions Appointment Process - Revise to require President-elect to appoint SI committees and ExCom constituent committees Implement Term Limits - Implement limits on the number of consecutive three-year terms one may serve on constituent committees Require Committee Reports - Society Committees to report to Board annually

TCCR Report 7-12 • October Board meeting: • second reading on Bylaws to create SI committees • Bylaws and/or Rules amendments to implement actions 5.5.4 through 5.5.9 • Rules amendments to capture the specific charges and compositions for constituent committees • “clean-up” amendments for items like changing references to the Finance Committee • TCCR still working on: • collaborating with current committees on constituent committees • a “Committee Service Opportunity System” • Operational Direction Document • details for joint committee meetings (of the Society committees, of the Society committee and its constituent committees)
