Worker Safety and Health Subcommittee Co-Chaired by OSHA and EPA Focuses on worker health and safety issues related to the response to, and the recovery from, hazardous material releases (ESF-10) Provides a forum to Exchange information about incident safety and health assets; Develop fact sheets and technical guidance for workers and support personnel at major hazmat incidents; and Support joint exercises of specialized response teams and the creation of pre-scripted mission assignments. New Subcommittees 2004 Accomplishments

  8. Weapons of Mass Destruction (WMD) and Hazardous Substance Subcommittee Chaired by EPA ERT Focuses on providing recommendations on WMD and hazardous substance R&D that will help responders and improve the NRS. Provides a forum to: Evaluate work products that may be valuable to responders during WMD events; Review pertinent WMD information and provide recommendations to the NRT regarding WMD R&D; and Provide reachback to all NRT member agencies. New Subcommittee (Cont’d) 2004 Accomplishments

Exxon Valdez Incident Report to President George HW Bush- 1989 National Contingency Plan- 1994 NRT ICS/UC Technical Assistance Documents- 1995-6 San Jacinto Pipeline Incident and NTSB Report- 1995-7 NRT “One Plan” Contingency Plan- 1997 Coast Guard ICS Adoption 1996-8 Panama Canal Authority / NRT MOU- 1998 Exercise Gatun 2- Panama Canal Authority- 1999 TOPOFF 2000- NRT Recommends ICS for Domestic Terrorism Incidents ICS used at World Trade Center and Pentagon Incidents- September 2001 NRT appointed workgroup of Homeland Security Council- DTRIM Committee- April 2002 *DRAFT Chronology of ICS/UC – Suggestions Welcome NRT/RRT Role In ICS/UC Development (1989-2005)* 2004 Accomplishments

California Continuing Challenge Special ICS Meeting- September 2002 NRT Recommends to the Homeland Security Council that ICS be adopted nationally as the “on scene” management system- October 2002- January 2003 Homeland Security Presidential Directive # 5 includes “incident command”- February 2003 NRT agencies participate in NRP and NIMS policy Development. NIMS requires ICS for Federal Government for Domestic Incidents- 2003 National Contingency Plan being revised to include NIMS/ICS- 2004-2005 Panama Canal Authority Contingency Plan Includes ICS- 2005 ICS implementation at the Federal, State and local levels of government- 2004-2005 *DRAFT Chronology of ICS/UC – Suggestions Welcome NRT/RRT Role In ICS/UC Development (1989-2005)* Cont’d 2004 Accomplishments
