RIN Mission “To lead and co-ordinate new developments in the collaborative provision of research information for the benefit of researchers in the UK” • all disciplines and subjects • all kinds of information sources used by and produced by researchers (digital and non-digital) • the research base both in the HE sector and beyond

RIN Strategic Aims: I • To develop, with the active involvement of key stakeholders, a strategic framework for enhancing the UK research information infrastructure • To ensure that the research community contributes to and collaborates in a programme of action tailored to its needs • To act as an advocate for research information provision at the highest levels of policy-making in the UK, and to represent the interests of UK researchers in relevant international forums

RIN Strategic Aims: II • To co-ordinate action to improve the arrangements for researchers to find information sources relevant to their work, and how they may gain access to them • To lead the development of a programme to sustain and enhance management and development of the aggregate UK collection of published hard copyresearch resources • To co-ordinate action to ensure that the outputs researchers produce and need are retained and made available for use in the most effective way

Collaborative Storage: What are we Trying to Achieve? • To ensure the permanent preservation of low-use print materials in high-quality and cost-effective storage as a national asset • To provide an efficient, cost-effective and sustainable service through which researchers (and others) can gain access to such materials • To encourage de-duplication of low-use print materials, releasing space for other purposes, and/or avoiding the need for investment in the development of new storage facilities

Collaborative Storage and the NRR: Some Key Points • The NRR might be best conceived as a process as much as an institution • Work towards all three key goals, starting with the quick wins • Focus on the NRR as a provider of services, to the research community,to the academic/research library sector, and to the HE sector as a whole • Success will require advocacy, consultation, partnership and responsiveness • Invest-to-save approach

Collaborative Storage and “Ownership” of the NRR • Key stakeholders • Research libraries across the UK HE sector and beyond • Museums and galleries, learned societies, major local authority libraries • The British Library and the National Libraries of Scotland and Wales • The Higher Education Funding Councils (and beyond them, Government and HM Treasury) • The research community, across the UK HE sector and beyond • Issues of trust and the management of both expectations and interests

The RIN and Governance of the NRR • Current role of the RIN in seeking to develop the proposals in the Optimising Storage and Access report • Governance model needed to manage roles and interests of all the stakeholders • Possible role of the RIN • Disinterested body with no institutional interest to protect • National interest and “honest broker” role • Distinguish between ownership of the NRR process and ownership of the materials in the NRR • Distinguish between strategic management and operational management of services • Management of the process towards achieving the three goals of preservation, access, and more cost-effective use of space and other resources (de-duplication)
