Let’s Make a Deal • MOD-30-1 and MOD-30-2 • Flowgates • Small concession was needed in Version 1 • Version 1 was released for vote to meet time line • Approved • Version 2 is in progress • Incorporates changes needed by WECC members • Version 2 forwarded to NERC for pre-ballot review / posting • Target to respond to comments on Jan. 9, 09. • WECC Team Recommendation • “YES” on MOD-30-2

So Close! • MOD-04-1 Capacity Benefit Margin • Quorum: 79.26% • Approval: 66.29% • Small changes were made for the NE • Clarified language describing time windows • Should swing the vote • Forwarded to NERC Standards Committee • Request approval for Recirculation Ballot • WECC Recommendation • Next ballot – say “YES” • As drafted CBM is an “option” • “YES” protects that option

  8. What’s Happening? • Board (June 08) • Draft a “standard” • Standard Drafting Team (July 08) • Convened • Looked at the evidence (Sept. 08) • 11 Pro criterion / 0 Con criterion • Concluded a “standard” was not warranted based on the evidence • Concluded a “criterion” was warranted

What Didn’t Change? • The FRR SDT agrees with the 2005 White Paper • Must ensure the future adequacy of FRR response. • Response must include • Primary response (0-30 seconds) after excursion • Secondary response (post 30 seconds) • Sustained for 15 minutes or until a return to 59.9 Hz - whichever comes first.

Why Change Course? • 2005 Technical Team !!EXCELLENT JOB!! • Did an excellent job with the data they had • 2005 data was flawed • Laced with interpolation • Not everyone reported data • Wasn’t apples to apples • The data reported was not in synch • The 2005 Team took what they had and force fitted the data to match • Some reported data at 4 seconds, some 6 seconds • Some archived at 6 seconds, some 20 seconds • Data from dynamic schedules was often delayed obscuring the actual response

  11. Why Change Course? • 2005 data was more limited than today • 2002-2004 showed the frequency responsetrend was up! • BUT… • 2005 showed a downward trend! • 2006 the trend was up! • 2007 the trend was down! • 2008 the jury is out

  12. Why Change Course? • Get it right! • If the data was flawed • So to the answer • Penalties could be imposed for the wrong reasons • Test it • Draft the criterion • Test it against / with actual data • Morph into standard later if appropriate

Basic Features of Current Draft • Set the amount • Greater of • 2800 (or) • Two largest credible generator (G-2) outages at one generating plant • Communicate the amount • Annually to the BAs and RSGs • BA / RSG • Calculates it share of the overall • Function of generation AND load • Provides Primary and Secondary FRR response • Primary: 0-30 sec /Governors • Secondary: 30 sec to 15 minutes or until return to 59.9 Hz /AGC
