A JIC is a member of the Family of Joint Operations Concepts (JOpsC) Helps guide the transformation of the joint force to operate successfully 8 to 20 years in the future Links strategic guidance to the development and employment of future joint force capabilities Serves as “engine for transformation”...ultimately leads to changes in doctrine, organization, training, materiel, leadership and education, personnel, facilities and policy A JIC is an operational-level description of how a joint force commander, 8-20 years into the future, will perform a specific operation or function

What Drove the JIC Requirement? 2006 CJCS Combat Support Agency Review Team (CSART) Finding: DLA is aggressively transforming itself to respond to customer demands, but should develop future concepts for providing the various classes of supply for which it has Executive Agent responsibilities 2008 Joint Staff JS J4 request to the Director, DLA Support and sponsor a Supply Chain JIC that would complement the Logistics JFC which is in the beginning stages of its revision Scope the JIC to include all classes of supply to achieve a holistic view of the DoD supply chain 2008 Director, Joint Staff approved development of a Joint Supply JIC Directed the Joint Staff J-4 and the DLA to develop the JIC as co-authors 2008 CJCS CSART Finding: Future roles, responsibilities, and relationships among key logistics providers are not clearly defined regarding the totality of the supply chain Recommendations: In developing the Joint Supply JIC, consider the totality of the supply chain Collaborate with USTRANSCOM, Joint Staff J-4, the Services, and executive agents to conduct capabilities based assessments of the end-to-end supply chains for all classes of supply

Problem Statement How will Joint Force Commands and DOD leverage and integrate joint, interagency, multinational and contracted supply operations to improve and expand Joint Force Commanders’ operational adaptability and freedom of action in the design, execution, and assessment of Combat, Security, Engagement, and Relief and Reconstruction military activities in an environment characterized by increasing complexity, uncertainty, rapid change and persistent conflict? JS JIC Solution Central Idea: Joint Supply Enterprise (JSE) The JSE is an enabled network of joint supply operations partners and customers that are collectively capable of producing sustained supply readiness and perfect order fulfillment for JFCs ensuring their freedom of action and operational adaptability for combat, security, engagement, relief and reconstruction missions around the globe. If the Joint Supply Enterprise will: • Integrate/Synchronize and Optimize global supply capabilities • Plan, Capture, and Predict joint supply requirements • Network Joint Supply Operations • Link Seamlessly to the JDDE Then the JFC will benefit from: • Perfect Order Fulfillment • Sustained Joint Supply Readiness that enables operational • adaptability and freedom of action 10
