  1. USGS and the Census Bureau: TIGER Roads and The National Map Transportation Subcommittee April 18, 2018 David Cackowski - US Census Bureau Chuck Matthys - USGS Presentation contains no Title 13 or 26 data

  2. Presentation Outline • Partnership Background • TIGER Roads sharing and quality control (QC) • Review and resolution process • Transmitting data • Limited-Access Highways MTFCC Change • Moving ahead * Topologically Integrated Geographic Encoding and Referencing ** Master Address File (MAF)/TIGER Feature Class Code

  3. Partnership Background • History of cooperation dating from 1980’s • TIGER dataset combines GBF-DIME Files, USGS’s Digital Line Graphs (DLGs), and the Metropolitan Map Series of urban areas. • Relative (vs positional) accuracy prioritized. • MAF/TIGER Accuracy Improvement Program (MTAIP): 2000 • Addresses in the Master Address File (MAF) merged with TIGER. • Positional accuracy (vs relative accuracy) prioritized. • USGS and the Census Bureau established interagency team to investigate the use of TIGER roads as the primary roads layer in The National Map (TNM) in 2011 • Requirements identified in 2011-12 • Use of TIGER roads recommended in 2013

  4. TIGER Collaboration: USGS and Census Bureau partner on The National Map • Bringing Improved TIGER to The National Map • MOU signed in 2014 to establish a framework for coordination and cooperation between USGS and Census Bureau to facilitate the exchange of TIGER data for use by USGS in The National Map. • Activities support Census Bureau’s geospatial data development, the USGS National Geospatial Program. • Roads Implementation Group (RIG) formed • Timelines and yearly milestones overseen by working groups from the Census Bureau’s Geography division and the USGS National Geospatial Program. • Monthly meetings and yearly Oversight Management Group (OMG) meetings define new programmatic requirements and data sharing goals for these two agencies.

  5. TIGER Roads Sharing and QC USGS QC of TIGER Roads Interstates – the backbone of road data in TNM Urban – top 100 cities by population Urban – cities over 100,000 All areas – high-level view for major errors (current phase) Final QC

  6. Review and Resolution Process US Geological Survey Denver, CO US Census Bureau Washington, DC USGS reviews TIGER roads against imagery in ArcMap Census makes the edits in TIGER USGS creates error shapefile USGS sends error shapefile to Census Census sends updated TIGER to USGS TIGER converted and uploaded to TNM

  7. USGS Urban Review

  8. Misaligned Interchange Interstate Secondary Roads Local Roads Ramps

  9. Misaligned Interchange Interstate Secondary Roads Local Roads Ramps

  10. Miscoded Interchange Interstate Secondary Roads Local Roads Ramps

  11. Miscoded Ramps Interstate Secondary Roads Local Roads Ramps

  12. Missing Interstate Interstate Secondary Roads Local Roads Ramps

  13. Limited-Access Highways USGS requested that Census change all Limited-Access Highways to an MTFCC of S1100 (Primary Roads) Previously only Interstate Highways were S1100 USGS provided shapefiles by state to change all Limited-Access Highways classified as Secondary (S1200) to Primary (S1100)

  14. Limited-Access Highways - Proposals

  15. Limited-Access Highways Federal Register Notice open for comments 4/25-5/25/2017, none received

  16. Limited-Access Highways – QC Proposals

  17. Limited-Access Highways – Matching using FME (Feature Manipulation Engine) Match USGS proposals to TIGER Roads

  18. Limited-Access Highways – Matching using FME • Output files • Comma-delineated (.csv) file of matches, by county – classification changes uploaded to TIGER in Feature Framework Update System (FFUS) • Shapefile of unmatched proposals for interactive review • Match rate ~ 95%

  19. Moving Ahead Continue GSS Updates of TIGER at the Census Bureau Continue to improve quality of TIGER roads alongside USGS production schedule Investigate exchanging updates only TNM Goals – 2018 - Complete national coverage of US Topo maps with TIGER as the source, except AK, PR, VI Goal is to have AK and Pacific Islands 95% complete in 2020. In AK primary source is AK DOT
