WTO SPS Agreement requirements The World Trade Organisation’s (WTO) Agreement on the Application of Sanitary and Phytosanitary Measures (‘SPS Agreement’) requires WTO Members to: • participate in the work of the international standard setting organisations, i.e. Codex, OIE and IPPC and • base their sanitary and phytosanitary measures on international standards, guidelines and recommendations, where they exist.

  3. International standards for food safety International standard setting organisations ‘ThreeSisters’ • For a whole food chain approach (i.e. ‘from farm to fork’): • OIE standards on APFS are complementary to Codex standards on FS • Cooperation between OIE and Codex critical to avoid duplication, gaps and inconsistencies in standard setting • WTO Members should implement OIE recommendations on APFS when setting measures for safe food of animal origin (and Codex recommendations).

OIE and Codex Cooperation • OIE Animal Production Food Safety Working Group - includes Codex, FAO, and WHO • Annual Codex meeting - OIE Director General presents a report of relevant OIE activities • OIE World Assembly of Delegates – Codex Chairperson presents a report • Codex Committees - OIE representatives participate, where relevant • Codex standards under development - OIE submits comments, where relevant • OIE ad hoc Groups - Codex Secretariat participates

Complementary Codex and OIE standards Cross reference each other’s standards for: • Meat hygiene: • Codex Code of Hygienic Practice for Meat • OIETerrestrial Code Ch 6.2 Control of biological hazards of animal health and public health importance through ante- and post-mortem meat inspection • Salmonellain poultry • Codex Guidelines for the control of Campylobacter and Salmonella in chicken meat • OIECh.6.4. Biosecurity procedures in poultry production and Ch.6.5. Prevention, detection and control of Salmonella in poultry

Complementary Codex and OIE standards Cross reference each other’s standards for: • Animal feed: • Codex Code of Practice on Good Animal Feeding. • OIECh.6.3 Control of hazards of animal health and public health importance in animal feed and Ch. 6.1 Control of hazards in aquatic animal feeds. • Trichinella • Codex Guidelines for Control of Specific Zoonotic Parasites in Meat: Trichinella spp. in meat of Suidae • OIECh.8.14. Infection with Trichinella spp.

Formalising OIE / Codex Cooperation April 2012: Codex Committee on General Principles established eWG ‘OIE/Codex Cooperation’ to: • develop guidance on cross references in each other’s standards; and • how to improve cooperation, e.g. work plan priorities, complementary standard development. • to be discussed at April 2014 CCGP • talk to your Codex Contact Point in food safety to coordinate OIE position on this work.

Regional and National Cooperationbetween OIE and Codex • also important, especially since in some countries contact points for OIE and Codex are in different ministries/organisations; • Contact details for national Codex Contact points can be found on the Codex website. • the ToR encourages you to establish networks/dialogue
