    1. GENERAL AVIATION IN INDIA THE QUIET REVOLUTION

    2. GA IN INDIA – AN OVERVIEW India’s economic progress has fueled GA growth. 40 % growth in last 4 years. Global businesses, mining, oil, tourism, politics driving the growth. India has 1146 aircraft: 425 scheduled carriers, 384 NSOP, 135 Private and 202 others. There are about 200 aircraft on order and would be imported in the next 2-3 years. Most of these are high value high performance aircraft. SUCH NUMBERS POSE A SERIOUS CHALLENGE FOR INDIAN AVIATION

    3. INFRASTRUCTURE Airports 70% of GA aircraft are based in metros, parking and maneuvering space is scarce . Only Delhi and Mumbai have a separate GA lounge. Airfield information about a majority of small airports/airstrips is not published. Lack of basic navigation aids like NDB. Coordination with IAF airfields difficult – airspace control, foreign nationals, overnight parking.

    4. INFRASTRUCTURE Maintenance Serious hangar shortage-aircraft have to be parked and serviced in the open. Most GA aircraft serviced by MROs whose number needs to increase to meet the demand. Services like lighting, uninterrupted power, water, cleaning etc need a review.

    5. AIRSPACE Airspace Control Increasing GA ac would strain airspace and its control. Focus on metro airports makes airspace control difficult. Flying parameters and routings clash with scheduled carrier aircraft. Need for separate maneuvering areas and departure/arrival procedures.

    6. SAFETY AWARENESS IN GA There is an urgent need to increase safety awareness and compliance in GA. GA aircraft more at risk Nature of flying VVIP carriage Infrastructure issues Crew concerns Close monitoring of 200+ operators not possible by DGCA, change has to come from within. DGCA Initiative – implementation of SMS- GA Group. SAFETY

    7. GA IN INDIA – CHALLENGES REGULATORY ISSUES Regulations are airline centric-GA character different and needs different handling. Process of aircraft import needs to be made simpler. Financial burden on small operators due to regulatory requirements. Need for a comprehensive review and recast of regulations vis a vis GA.

    8. GA IN INDIA – CHALLENGES RECOMMENDATIONS GA needs a separate forum for taking up its issues with Govt/MOCA/DGCA. Individual States’ aviation departments and defense should also be integrated into the forum. A joint regulatory review committee be formed having representatives of the non-scheduled and general aviation operators and DGCA, as was done in case of scheduled operators, to review the existing regulatory requirements applicable to non-scheduled and general aviation operations and suggest amendments or new regulations.
