What shall, should or may the MS do… • Monitoring systems for EAs and VAs are now serving 100 % national needs • major schemes needs to be monitored – no results, no financing • for small schemes and minor activities impact assessment is enough • Total government expenditure on EAs and VAs is approx. 4 M€/a • - 200.000 € (5 %) is spent annually on monitoring and reporting • Are these monitoring systems in compliance with the Annex IV ? • full scale onsite third-party verification for EAs would cost roughly 1…2 M€/a • (based on the 2…4 % M&V costs still acceptable with EPC) • ”Cost-efficiency of decreasing uncertainty” – an interesting topic to be discussed
