Interagency Collaborations Sharing Facilities and Testbeds Jointly Supporting Facilities and Testbeds Renting Other Agency Facilities and Testbeds Rapid Response Collaborations during High Impact Events Very Large Scale Collaborations such as Field Experiments Policy-directed Collaborations by OMB with GSA management Interagency Committee for Aircraft Policy (ICAP) will be focusing on interagency collaboration for aircraft for inclusion in Federal Management Regulation (102.33) UAS will also be included in FMR 102.33 and OMB Capital Asset and Planning Guide (A-176)

  2. Discussion Topics • Communication • Sharing plans between program managers • Identify key science issues that need interagency collaborations • Finding one bright idea or common science priority issues • Allows benefits of “Pile – on” when target of opportunities arise • Upfront strategic planning of roles in technology development like UAS • Re-introduce airborne science conference

  3. Information Sharing • Project planning on data format upfront • Recognize need for adequate metadata and mentoring • Clearinghouse for strategic plans, science goals, assets and data • Guidance for scientists or program manager assistance in marketing collaborative research opportunities

  4. Access to Facilities • Explore concepts for Atmospheric Science deployment that might include state and local communities facilities • Establish common procedures for allocations

  5. Performance Metric for Collaboration • Sharing data • Addressing key science questions and interdisciplinary studies • Use of facilities by other agencies • Promoting interagency collaborative research results • Promote return on investments

  6. Acknowledged difficulties • Agency budget uncertainties • Individual agency proposal process • Addressing agency mission priorities • Recognize difficulty of scheduling within and outside of each agency • No easy solution except “talk early”
