  1. Zone Controller ONE TEAM

  2. Zone Controller - Pre-Qualifications • Slinger/Signaller (Lifting Operations Zone) • Vehicle Plant Marshal (Plant Operations Zone) • Confined Space (Confined Space Zone) • Zone Controller

  3. Revision • What is the minimum distance from a plant machine in operation? • What procedure should you follow before leaving your vehicle? • What aids are available to help you manoeuvre/control your vehicle/zone?

  4. Aim • Aim • Incentive • Reason Why

  5. Reason Why! • Reduce loss through damage, injury & people at work with simplified zone understanding and implementation. • Improve and set standards of works practices, from a planned and sensible approach to H&S, which will lead to improvements and productivity. • BAM Nuttall Corporate Image.

  6. Fatality/Accident/Incident!

  7. Associated Hazards • Understand the operations being conducted within the established zone and the potential dangers of vehicles. • If a Banksman/Vehicle Marshal/Slinger/Signaller is within the established zone conducting operations then a clear understanding must be reached between that person and you the (Zone Controller)if an immediate stop is required if any unsafe acts / unsafe conditions are identified.

  8. Key Hazards • Key Hazard • Significant risk & who may be harmed • Elimination & control measures determined • Record Findings • Monitor, review and revise as necessary

  9. Site Vehicle Route Hazards • Contaminated land & muddy sites. • Areas of restricted visibility, width, or weight limits. • Temporary Structures, LPG, areas with restricted room or height clearance, cables, pipelines etc. • Edges of roadways, excavations, pits, watercourses, spoil heaps.

  10. Are there any Questions so far? Some Questions for you: Q1: What is unsafe act? A1: Confirm unsafe act Q2: What types of Hazards are associated with site vehicle routes? A2: Confirm unsafe condition

  11. Zone Controller

  12. Duties of a Zone Controller • Direct site traffic on the construction site. • Understanding the risks involved when directing and conducting the role and ensure SSOW is followed. • Use of a clear and established system of hand signalling / radios as a control. • Be visible to drivers at all times (Hi-Vis Vest ). • Be in a safe position of Safety to direct, control and co-ordinate movements in an established zones (Physical Barrier where Practicable).

  13. Zone Awareness • Zone Controller - A person who is in a position with unrestricted view of vehicles operating within an established zone area in order to control access/egress and no other Job! • Importance - Workforce transport is used in a great variety of ways but sadly this remains a cause of fatal injuries within workplaces Why! Never enter an exclusion zone

  14. Site Layout Plan

  15. Are there any Questions so far? Some Questions for you: Q1: What is the duty of a zone controller? A1: Q2: What type of hazards are associated with traffic on a construction site? A2:

  16. Plant Interface Zones • Yellow Zone – Must approach from this zone. Amber Zone – Entry Prohibited until visual contact is confirmed by the Plant Operator. Red Zone – Entry Prohibited unless the machine is completely isolated, engine is switched off in order to prevent the machine either inadvertently or deliberately operating. Hatched Zone – Denotes Typical line of sight of the plant/driver operator

  20. Are there any Questions so far? Some Questions for you: Q1: What is the meaning of a yellow zone in regards to vehicles? • Yellow Zone – Must approach from this zone. Q2: What is the meaning of a red zone in regards to vehicles/plant? A2: Red Zone – Entry Prohibited unless the machine is completely isolated, engine is switched off in order to prevent the machine either inadvertently or deliberately operating.

  21. Control Measures Vehicle/Pedestrian Routes • Site Entrance • Parking Areas • Offices & Welfare Facilities • Primary Traffic Routes • Secondary Traffic Routes • Storage Areas & Loading Bays • Vehicle Facilities

  22. Risk Assessment & Safety Mgt • Lack of vehicle and pedestrian separation • Reversing • Restricted traffic route visibility • Edges and steep gradients • Obstructions and services • Unattended vehicle movement • Noise & Vibration • Driver lacking competence

  25. Compound Normal Zones

  26. Are there any Questions so far? Some Questions for you: Q1: What must be considered when conducting a Risk Assessment? A1: Q2: What control measure should be conducted when planning Pedestrian/Vehicle Routes? A2:

  27. Zonal Working Exclusion zone - fixed Exclusion zones These cannot be accessed at any time by anyone. Exclusion zones can be fixed – as in a permanent area which cannot be entered which is secure and signed. • Normal zone • Normal zones are not risk free. These areas free from plant movements - examples being: • Preparation for a concrete pour where the correct • access is in place, including edge protection. • Designated access routes • Footpaths in compounds Restricted zones These are accessed by only those who require to be there. Restricted zones will vary in size from small barriered off areas to large areas depending on the nature of the activity in the restricted zone.

  33. Health and Safety breaches ‘Action notice’ is issued for breaching site health and safety requirements • There are four disciplinary severity levels: • A verbal warningis given to the non-compliant person(s) • 1st Amber (A1) Site procedures are reviewed and TBT held on particular issue • 2nd Amber (A2) Person instructed to leave site for the remainder of the shift, either with or without pay, to reflect on the action required. Person needs to be re-inducted before they can commence work. • Red (R) Disciplinary procedures implemented for BAM personnel. LOSC/ SC personnel will be asked to leave site permanently.
