  2. Overview • The main environmental and energy performance issues in towns and cities are related to transport. In 2006, transport contributed 23 percent of global CO2 emissions, and substantial increases are projected. • Despite progress in vehicle technology, traffic keeps growing, especially in urban areas where the nature of driving ‘stop-go’ makes cities perform as a major, and growing, source of CO2 emissions and air pollution. • The options outlined in this presentation are designed to assist you in the process of developing and/or improving transport services and facilities in your municipalities in the framework of the SEAP. Considering transport that better serves people’s needs and enhances their lives while at the same time producing fewer greenhouse gas emissions. This is a new challenge, as previously improving transport generally led to increased greenhouse gases.

The new challenges • The challenge now is to provide mobility solutions that: • Are cheaper, more extensive and better quality • Reduces pollution, congestion, traffic accidents and other threats to health and wellbeing • Are accessible to all • Support economic development • Reduces greenhouse emissions overall.

  4. INTEGRATING SUMP INTO SEAP • All actions in the field of mobility should be coordinated within the framework of a SUMP (Sustainable Urban Mobility Plan). • Often municipalities with more than 50,000 inhabitants already have a SUMP. The idea is to consider the SUMP as a reference and integrate it into the SEAP, adding their actions by thematic areas. Normally, in the cases where there are existing SUMP there should be added some specific actions: • Measures to public fleets, and private fleet of citizenship • Specific measures for electric vehicles • Measures to promote efficient driving

STRUCTURING MOBLITY SOLUTIONS INTO SEAP • There are many municipalities, with less than 50,000 inhabitants, that they do not have SUMP (Sustainable Urban Mobility Plan). • In that cases but also in the cases where there are SUMPS the mobility solutions could be structured as follows: • Mobility Management • Individual motorized transport and parking • Non motorized mobility actions • Public transportation • Mobility marketing

Mobility management • The actions to be considered in the mobility management could be: • Aid to sustainable mobility within the community Description:The community encourages its staff to adopt a sustainable and intelligent behavior about mobility, particularly through the implementation of a mobility plan enterprise/administration. Examples: • Regulation of parking in front of the official buildings • Bicycles for professional movements • Parking places for bicycles • Encouragement of carpooling between the employers • Participation to public transport fees (by grants) • The rules of the reimbursement is done considering energy issues (work displacements by train or bicycle, discounts on public transportation)

Mobility management • The actions to be considered in the mobility management could be: • Community vehicle fleet • Description:The community surveys the efficient use and low consumption of gas for its vehicle fleet. Examples: • Monitoring of energy consumption and vehicles use • Purchasing of efficient vehicles • Purchasing of CO2 emissions free fuels • Training staff in efficient driving • Test and implementation of efficient mobility practices (choice of mode or type of vehicle according to the route and distance to be done)

Individual motorized transport and parking • The actions to be considered in the individual motorized transport and parking could be: • Parking management • Description:The community has set up an efficient parking policy, and manages the parking in the entire public spaces, including outside of the city centre. • Examples: • Priority and discounts to local residents • Upgrading city center parking capacity without extending its surface area • Night parking fees • Priority to carpooling: creation of parking places for carpooling

Individual motorized transport and parking • The actions to be considered in the individual motorized transport and parking could be: • Traffic regulation on main roads • Description:The community organizes traffic flow on main roads, giving priority, where it is possible, to local residents. • It promotes low speed on main roads thanks to an adapted conception, organization and road signs.

Individual motorized transport and parking • The actions to be considered in the individual motorized transport and parking could be: • Traffic reduction and promotion of public space • Description:The community creates low speed areas and meeting areas (through participative process); it develops a safe and attractive modal distribution in residential areas; it improves the quality of public spaces, streets and shopping areas to make walking and cycling, and to reinforce local commerce. • Examples: • Pleasant and safe conception of walking and cycling pathways, improvement of public places • Creation of pedestrian zones • Creation of parks and tree plantation on road sides, installation of seats • Use of existing natural barriers to reduce traffic speed • Public light adapted to use of each area

Individual motorized transport and parking • The actions to be considered in the individual motorized transport and parking could be: • Urban logistic Description: To reduce energy consumption and GHG, the community has defined rules and a specific organization for supply and distribution of urban merchandises promoting short-circuit. Examples: • Parking regulation for delivery, optimisation and centralised management of motorized delivery • Delivery with bicycle or adapted motorized vehicles • Promotion of local commerce • Development of home delivery service and luggage service

Non motorized mobility actions • The actions to be considered in the non-motorized mobility actions could be: • Pedestrian network, signaling Description:The community has created a significant and attractive network of pedestrian ways on its whole territory.Examples: • Analysis and reducing of dangerous areas • Development of quality signs for pedestrian itineraries, showing destinations and transit time • Making school itineraries safe • Promotion and distribution of city maps with information about mobility • Take into account reduced mobility people

Non motorized mobility actions • The actions to be considered in the non-motorized mobility actions could be: • Bicycle facilities, signaling Description:The community has created a significant and attractive network of cycling ways on its whole territory.Examples: • Analysis and elimination of black spots on the cycling network • Analysis and reducing of dangerous areas on the cycling network, especially at intersections • Development of quality signs for cycling itineraries, showing destinations and transit time. • High level of interconnectivity with other cycling networks (urban area, regional)

Non motorized mobility actions • The actions to be considered in the non-motorized mobility actions could be: • Bicycle parking Description:The community has done sufficient parking lots for bicycles, which are safe, practical, and easily accessible, especially close to cyclists’ main destinations and intermodal platforms.

Public transport • The actions to be considered in the public transport could be: • Quality of the public transport service • Description:The community develops and looks for continuous improvement of its public transport service by : • A high frequency service, • A schedule adapted to users needs, • Local and regional connexions, synchronization of schedules, real time information service • Attractive fares • Good night bus services • A complete territory coverage • Consideration of user satisfaction • Well lighted stops • Modern and comfortable vehicles, use of new engine technologies and less polluting technologies

Public transport • The actions to be considered in the public transport could be: • Priority to public transport within road traffic • Description: • The community always give priority to public transportation : • Traffic regulation with systematic priority given to public transport • Implementation of bus lanes

  19. IV. Public transport • The actions to be considered in the public transport could be: • Intermodality Description:The community offers and promotes inter-modality. Examples: • Car-pooling, taxi service at night, rental cars • On demand transport service (without reduction of service) • Park&Ride • Bicycle renting Needs and potentialities are assessed by market studies, promotion campaigns, satisfaction studies etc. Fares should be in favour of multimodal transport.

Mobility marketing • The actions to be considered in the mobility marketing could be: • Information and promotion concerning mobility • Description:The community organises regularly promotion and information actions for efficient and non motorised mobility (public relations and marketing). It should be done a detailed communication plan including: • Examples: • Promotion of mobility management in private companies, • Organization of events and workshops for clean and efficient mobility, • Creation of a platform for advice on mobility topics, • Information on vehicles and efficient driving, for example Eco-Drive for citizens or driving simulations, • Presentation of innovating and efficient vehicles, • Promoting of car-pooling and car-sharing

Mobility marketing • The actions to be considered in the mobility marketing could be: • Exemplary mobility indicators • Description:The community has reached remarkable results in mobility topics and shows it with the following figures : • The modal share represented by the soft mode (bicycle, walking, public transport) compared to all the transport modes together • Financial contribution to public transport (in € by citizen) • Environmental balance of mobility: % of clean vehicles within the fleet (low GHG emissions), % of non motorised movements, definition of energy consumption and GHG emissions reduction objectives.
