Why is European-level action needed? • The internet-related industries are transnational, it is generally ineffective to try and deal with them nationally • Countries do differ in manyways, but similaritiesacross countries (and differenceswithin countries) are greaterthan the differencesbetween countries • There continues to be a need to shift the focus of debatefrom moral panics about Big Media, to how children and youngpeople’sability and confidence to behavesafely and responsibly online relates to a complex mix of developmental, social and educationalfactors
