  2. The Database Ain’tNothin’ New! • ALL Operators and Facility Signers must use the database. • This presentation will teach you how to log into and use the database. • AND answer the questions that you may have about Chapter 5.

  3. It’s Your Profession! • New database puts control over your data into your hands. • With that comes responsibility! • A professional is expected to maintain their own records. • No one else can do it for you!

  4. Instructions Posted on Website! • Step by step instructions for doing everything that I will present here (and more) are available on our home page. • Login Instructions • Operator Instructions • Facility Administrator Instructions • Training Provider Instructions available upon request

  5. DEQ is Paperless! • DEQ only sends notifications by email. • That means that you need to keep your email address current! • DEQ no longer keeps paper training records. • That means that you need to keep a training file!

  6. Operator ID Number • Your permanent Operator ID number is a 5-digit number. • Easy to find on the top line of your webpage, right next to your name. • You MUST use this number to register for trainings and exams.

  7. An Email Address is Necessary • You need an email address. • You may use a personal or work email address, but it needs to be your OWN (don’t share). • Just remember to update it when it changes! DEQ only sends training announcements, license, and compliance information by email.

  8. Before You Begin… • Both the OpCert database and the Egov database need Internet Explorer! • Neither database will work correctly with other browsers like Firefox, Safari, or Google Chrome! • Save yourself a headache and check this first!

  9. An Egov Account is Necessary • You need an Egov account to establish your Login ID and password. • After that, you may need to access your Egov account if you: • want to change your password, or • need help remembering your Login ID or password

  10. I Don’t Know Your Password!! • Click on ‘Forgot Password’ to get to your ‘Secret Question’ and your Mother’s maiden name. This will let you into your Egov account to reset your password. • If you can’t get in, call the Egov Help Desk at 307-777-7400.

  11. If You Already Have an Egov Account • State employees, or those that have applied for a State job or used any State services already have one. • Go to https://egov.state.wy.us/ • Log in to make sure you remember your Login ID and password! • If you can’t get in, call the Helpline: 307-777-7400

  12. Getting an Egov Account • Select New Profile or Log in.

  13. If You Already Have an Egov Account • Do NOT, for any reason, create a second Egov account! • If you can’t get in, call the Egov Helpline: 307-777-7400

  14. Requesting Access to the Op Cert Database • After you have set up your egov account (user name and password), • Go to the Op Cert web pagehttp://deq.state.wy.us/opcert.asp • Click on the Login page link in the left hand sidebar. • Enter your Egov Login ID and password.

  15. Operator Certification Login • Enter your Login ID and password.

  16. Requesting Access to the Op Cert Database • Read the information on the ‘Access Request’ page and click ‘Start’. • Fill out any profile information that is missing. • Select your role(s). • Review your information and push ‘Submit’.

  17. Selecting Your Role(s) • Select your role(s). • Most (or all?) of you will select ‘Operator’. • Some of you are Facility Signers. If so, select ‘Facility Admin’. • Some of you are Facility Owners or their representatives. If so, select ‘Owner’.

  18. Verifying Your Email • Go to the email inbox for the email address that you listed. • Within a few minutes, you’ll get an email from DoNotReply@wyo.gov • If you don’t get the email, check your spam filter.

  19. Verifying Your Email • Once you get the email from DoNotReply@wyo.gov , click on ‘Continue’. • Log into the operator certification page again. • You want to see the message: “Your email address has been verified. You will receive another email when the process is complete.”

  20. Approving Your Request • You will receive another email from DoNotReply@wyo.govwhen your request for access to the database has been approved. • I usually approve these requests within one business day. • Access the database using your Egov Login ID and password from then on!

  21. Inactive (Locked) Account? • Database allows you only 2 tries to get your password right, then it LOCKS your account. • If you don’t remember your Login ID or password, go to the egov site to jog your memory. • If you get a message saying your account is inactive when you try to log in, call or email me to reset it.

  22. If You Have an Inactive Account • Do NOT, for any reason, create a second Egov account! • If you can’t get in, call the Egov Helpline: 307-777-7400

  23. Brand New Operator? • Get an Egov account and request access to the Operator Certification database. • Once your request is approved, the Facility Signer can designate you. • HSE, college transcripts, and supplemental experience records still need to be sent to DEQ.

  24. Change Your Contact Info • This is your responsibility. • Log in and click on ‘Profile’ in the blue header bar. • You can change anything that is in dark type. • If you need to change anything else, send me an email.

  25. Name/DOB Changes If you need to change your name or your Date of Birth (DOB), please send a request in writing (email).

  27. Printing Certificates • Log in to your webpage and print your own certificates! • Your certificates will say that the validity of the certificate must be verified by going to the website. • The public can verify your certification online.

  30. What Level is My Facility? • Facility Admin: On the Facility Detail page, right above the list of operators for your facility. • Operators: On your Operator Detail page, experience records. • John Q Public: Check Facility Records, Facility Detail page.

  31. Why Is This Important? • Facility Admin: Resp. charge and substitute resp. charge operators need this level/area of license. • Operators: You will know which licenses you need, verify experience • John Q Public: EPA, sanitary surveyors, engineers, town councils, nosy neighbors, emergency response, etc.

  32. Operator Designation For Operators: • You will be able to alert DEQ that you are no longer at a system, but not take yourself off of a system. • Adding and removing operators from a system is that facility’s responsibility, but also yours. • If they don’t do it ASAP (within 10 days!), notify me.

  35. Operator Designation For Facilities: • The Facility Admin or “Signer” for the facility has the responsibility to keep the records current. • Changes in operator designations must now be made within 10 days. • Make this part of your hiring/firing paperwork.

  36. Operator Designation For Facilities: • The operator must already be in the database. • Assist new operators with getting an Egov account and requesting access to the Operator Certification database.

  37. Operator Designation • Responsible charge (chief) operators must hold the same level of license as the facility. • Substitute resp. charge ( not the same as a backup) operators must ALSO hold the same level of license as the facility.

  38. Operator Designation • Substitute responsible charge operators are required when the chief operator is not AVAILABLE. • That means you better have them BEFORE you need them!

  39. Designation Dates Correct?! • DEQ is giving facilities and operators until 7/31/14 to notify us that your experience records are not correct. • After that, it will be very difficult to go back and change your experience records. • Check them while you are here! • Spread the word!

  40. Designation Dates Correct?! • Look it up online, either on your web page, or on the public web page. • Talk to your Facility Administrator and/or your boss if you see any errors. • If there is an error, the Facility Administrator needs to send me an email with what it SHOULD be.

  41. WY Licensing Requirements • Licensing requirements have not changed since 1997. I expect you to know them. • Listed clearly in Chapter 5 on the Rules and Policies page. • Also listed in the WY Licensing Requirements document on the Become a WY Operator page.

  42. WY Licensing Requirements • Pass the exam with 70% or higher. • Obtain the correct amount of experience in the correct area. • Obtain the correct amount of training in the correct area. • High School Equivalency on file with DEQ.

  43. Which Level 1 Exam? • Level 1 Water Treatment covers both water treatment and distribution facilities. • Level 1 Distribution covers only distribution facilities. • Level 1 Wastewater Treatment licenses cover both wastewater and collection facilities. • Level 1 Collection covers only collection facilities.

  45. Training • You may need to enter the training you take on your record. • Keep your original completion certificates or proof that you attended the training in case you get audited!

  46. When Do You Enter Training? • Only when you attend a training where the provider cannot enter your training for you: • out of state training • online training • correspondence courses • in house trainings (if no one at your facility has volunteered to be a training provider)

  47. When Do You Not Enter Training? • Do NOT enter training when you attend a training where the provider can enter your training for you: • conferences • Casper College/Bill Mixer courses • in house trainings if someone at your facility has volunteered to be a training provider

  48. When Do You Not Enter Training? • DO NOT enter college transcript hours. • Fax or scan/email college transcripts to 307-777-6779,kim.parker@wyo.gov
