  5. You Get What You INSPECT, Not What you EXPECT!!!

  6. Visit Types • 1 – Procurement Visit/Year • 1 – Admin/File Review/Year • 2 – Lead Safe WX/Year • At Least 4 Quality Control Reviews/Year • At Least 6 Assessment Reviews/Year • Look at 10% (800) Homes per Year • Visits Timeframes are 3-4 Days Total • Assignments are Changed Every Other Year

  7. Desk (electronic) Monitoring • Production Data, SIRs, Unusual Trends • Cost per Average Unit for WX Measures • Diagnostic Readings • Risk Analysis Done Each Year • Agencies are Desk Monitored Every Month • We Never Used to Track This, But Now…

  8. Assessment Review • Currently 1/3 of Homes Monitored…Now Thinking of Expanding to ½ • Look at Homes That Have Been Assessed/Audited, but Work has Not Started • Re-test with Blower Door • Examine the Work Order • Were the Right Calls Made?

Quality Control • We Pre-Select the Homes • Let the Local Agency Pick Out One or Two Homes That They Would Like You to See • Were the Right Calls Made? • Is Quality Good? • SIRs OK? • Is File Complete? • Do Work Order, Invoices, Fiscal Detail Match? • Diagnostic #s??? How Did We Do? • We Do Some Re-Testing With BD

  10. Monitoring Problems • “Friends” • The “Hammer” • “If I Don’t Find Problems, I Look Good” • Good Reviews…Do I really have to get up in to the attics? • Falsification of Records • Contractor Skills…More Training

Critical Observations • You Have to Monitor (Field and Desk) Like Never Before! • If You Do Not Have Some Type of Electronic Reporting…Is Monthly Going to Be Enough? • We Will Most Likely have our Accountants Monitor the DBA Wage Payments. • This is Weatherization’s “Call To Duty” • We Don’t Want To Be on the News Saying “I Screwed Up” • We Have to Get the Job Done Right 100% of the Time!!!
