  4. Governance • Mixture of roles and responsibilities of countries, international organizations and individuals • Difficulty in reaching consensus on issues where importance varies across regions

  5. Mandate • SNA update mandate was set by UNSC – but interpretation of the mandate (no fundamental change) was sometimes difficult

  6. Working Groups • Structure and participation of Working Groups were largely voluntary and dominated by SNA compilers • Success was dependent on individual efforts • Resource commitment was dependent on capacity constraints

  7. Moving Forward • Establishment of research agenda and priorities • Policy and academic views and involvement • Commitment by NSOs • Consensus Building process (Countries involvement early) • Final Governance structure determined at time when countries approve need to change (UNSC)
