  4. What have we done so far? Creating 1st draft of whitepaper Created table of all recording jurisdictions across the county Possible layout for a uniform document numbering system GIS

  7. What’s a RJID look like? • 2 letters for the state • 3 digits for the individual jurisdiction • Example: MN035, FL067, TX142

  8. Existing Solutions for RJID? • FIPS Codes are not sufficient • Recording at township level not covered • Some counties have multiple offices • MISMO Tax Entity Identifier being analyzed • 27,495 entities in this list

  9. Geo-based parcel numbering • GIS community looking at standardized parcel numbering • ECCMA exploring a global “serial number” • Existing recommendations built on • State assigned numbers for counties & municipalities • Surveying section, town & range numbers

  10. Document Number Proposal • Lead with RJID • Add calendar year • Add sequential number of 7 digits; show the leading zeros • Example: MN045-2011-00000456

  11. What are the issues? • Already have multiple numbering systems in place in my jurisdiction • How many character spaces do we need anyway? • Why do we need this? • The sacred jewels = the recording number

  12. More Issues to Consider • Document number = part of the torrens system certificate; changing numbers could impact the past certificates • How do you transition from what we’ve been using? • Go forward only? Go back?
