  2. Project Goals • Establish Statewide Advisory Committee on Unplanned Pregnancy • Identify State Policy Issues and Draft Report • Advocate for Programs, Services and Policies to Improve Access

  3. Key Strategy: Seek Medicaid Waiver to Expand Family Planning Coverage to 2 Years Postpartum • Research and report with cost benefit analysis – WV Center on Budget and Policy • Presentation of research paper at 2008 Perinatal Summit • Meetings with State Agency Head, Governor, State Legislators and Others • Current status: No action at state level • Federal level initiatives to remove need for waiver and allow states to set policy for Medicaid coverage of family planning

Key Strategy: Study Issue of Lack of Insurance Coverage for Contraception for Dependent Minors • White Paper on Teen Pregnancy developed and presented to 2008 Perinatal Summit and meetings with key groups • Studied current contraceptive equity law and identified basis for exception of dependent minors (in law) • Advocated for expansion of coverage with PEIA staff and board • WV FREE is working with national organizations to explore alternatives in event that PEIA board refuses to consider changing policy

Key Strategy: Incorporate Healthy Pregnancy Education into Public School Curriculum • Researched issue and located data collected by State Department of Education and reported by CDC regarding health education curricula and health risk behavior of teens • Successfully advocated for State Legislature to call for a study to identify good perinatal health education curriculum models (HCR 53) • Met with key staff of State Department of Education to initiate project • Seeking funding to conduct study this fall

Key Strategy: Decrease Repeat Pregnancy Rate through Coordinated Approach involving Parenting Programs, Medical Providers, and Others • Expanded Pregnancy Planning Education with Parenting Programs – WV Right From the Start-Region VII/WVU HAPI Project and Partners in Community Outreach • Development of Educational Materials • Donated Materials and Supplies from March of Dimes – West Virginia Chapter • Training and Implementation – Penny Womeldorff, Project Director, WV Healthy Start/HAPI Project, West Virginia University

WV Healthy Start/HAPI Project and Right From the Start Region VII Implementation of Healthy Pregnancy and Baby Project • Includes 8 counties (Barbour, Harrison, Marion, Monongalia, Preston, Randolph, Taylor, Upshur) • Implement Healthy Pregnancy and Baby services 2/27/09 – 8/31/09 • Staff Training – Designated Care Coordinators (DCCs), either nurses or social workers on 2/26/09 • Training included: • Dr. Wanda Hembree, WVU Ob/Gyn Department, provided a training on contraceptive options • Family Planning Education/Updates • Education on Positive Impact of Birth Spacing • Healthy Pregnancy and Baby Implementation and Protocol • Supply Distribution

WV Healthy Start/HAPI Project and Right From the Start Region VII Implementation of Healthy Pregnancy and Baby Project Postpartum/Interconceptional Women- 139 • 79% - Provided Interconceptional Health Education • 89% Provided Birth Spacing Education • 56% Provided Contraceptive Option Education • 51%% Referred to Family Planning • 63% Provided Family Planning Brochure • 27% Referred to Ob • 36%% Provided Condoms • 46% Provided Pregnancy Test Kits (121 Kits distributed)

WV Healthy Start/HAPI Project and Right From the Start Region VII Implementation of Healthy Pregnancy and Baby Project Outcomes to Date (Family Planning Status): 14 - Tubal Ligations 4 - Implants 1 - Patch 17 - IUD 1 - Injectable 16 - Pills 11 - Condoms 7 - Other 5 - Abstinence 2 - Not planning or preventing another pregnancy (Full outcomes reporting due 8/31/09)

WV Healthy Start/HAPI Project and Right From the Start Region VII Implementation of Healthy Pregnancy and Baby Project 13 Male Partners participated in education/program DCC Home Visitor Notes: • Client had intercourse before first PP visit. Unable to get Depo today • Client using condoms occasionally, withdrawal. Educated emergency contraception. No hormonal birth control. Did contraceptive options. Wants to use condoms. DCC provided education condom use, advised discuss with Ob/Gyn. • Husband present, wanted to get pregnant right away, leaving for Iraq in June. After spacing ed., husband agreed to wait 2.5-3 years. Both report using condoms appropriately and every time.

WV Healthy Start/HAPI Project and Right From the Start Region VII Implementation of Healthy Pregnancy and Baby Project DCC Home Visitor Reports to Staff: • DCCs report it is helpful to have Birth Spacing education in writing. Makes it more factual to present to client instead of feeling like it is DCC opinion • Structure helpful to present information • Pregnancy kits helpful for some clients who have already had unprotected sex • “Love” the program and materials provided, very helpful • Found it very helpful to include the partner

  13. Next Steps • Conduct study (HCR 53) and report to Legislature in November • Statewide Advisory Committee to further develop strategies into statewide plan • Analyze results of parent education project • Seek avenues and funding for continuation of key strategies and statewide plan
