  1. GSC9/Joint_017a Issues for Global Roaming in All IP based Networks GSC-9, Seoul 1

  2. Introduction • IP-based Integration • Convergence of all wired/wireless networks via ‘loose coupling’ based on IP technology. • 2G/2.5G, 3G, B3G, WLAN, and so on. • Issues • IP Mobility • Real-time traffic support (e.g., VoIP) • Global roaming • Horizontal in homogeneous networks and vertical between heterogeneous networks. 2014-09-05 GSC-9, Seoul 2

  3. Common Requirements • Non-real-time and real-time services in a single packet-switched network • VoIP and IP-based session control (e.g., SIP) • End-to-end QoS with call control • Mobility Management • IP-enable terminal GSC-9, Seoul

  4. Standardization Bodies • Almost all standardization bodies consider ‘a convergence’ on IP-based common platform. IETF IEEE 802.21 Handoff 2G/2.5G Cellular 3G (3GPP, 3GPP2) B3G-related Bodies (WWRF, mITF, WWC, 4GMF..) WLAN (IEEE 802.11, HiperLAN..) WMAN (IEEE 802.16) GSC-9, Seoul

  5. IETF’s Activity • Develops protocols used in IP networks • Activities related to wireless IP • Mobility support in IP networks (e.g., MIPv4, MIPv6) • Multimedia support (VoIP, QoS control, SIP) • Enhancements to TCP for wireless links • Facilitates interworking and roaming with other IP networks. GSC-9, Seoul

  6. Issues for Discussion (1) • Different scenarios of evolution between existing wireless networks. • For example, each PP adopts two different schemes for mobility management. • GPRS-based (3GPP) • Mobile IP-based (3GPP2) GSC-9, Seoul

  7. Issues for Discussion (2) • Global Roaming • Due to limited capabilities of 2G and coverage of 3G, vertical roaming between 2G and 3G is expected. • However, there are no criteria for switching back a mobile to the 3G/2G network when it has been switched to 2G/3G network. 2G Coverage 3G coverage 3G coverage GSC-9, Seoul

  8. Issues for Discussion (3) • Inter-Operability between L2 related standards and L3 related standards • IEEE 802.xx focuses on specifying L2 protocols. • RFCs of IETF focuses on L3 protocols . • For realizing a convergence based on IP, a sub-layer (e.g., so-called L2.5) may be needed. GSC-9, Seoul

  9. Proposal • It is needed to discuss what the role of the PSOs of GSC is in order to harmonize the global activities toward a common IP-based convergence. PSOs New Body (?) Standard bodies (3GPP/PP2, IEEE…etc) IETF GSC-9, Seoul
