  1. Towards transnational funding of Nuclear Physics Research Infrastructures and associated equipments ALICE-LHC AGATA FAIR ISOLDE-SPES-ALTO JYVL-LNL-LNS- GANIL--GSI Eastern Network JLAB GANIL-SPIRAL2

  2. ERA-NET for Research infrastructuresObjectives  To contribute to the development of the European Research Area by improving coherence across Europe of such programmes/activities  To help developing EU Programmes and Policy for research infrastructures(Very important in relation with future calls in Particular for FP8 aligned with our needs!!!) Eligible partners are only programme owners: National, regional, ministries, governments, Research councils, funding agencies who are all managing research programmes.

  3. 2008-2009 2009-2010 2010-2011 Information exchange and Census of resources for Nuclear Physics Funding Bodies (WP2) Agreement on an Action Plan for Infrastructures (Resource and financial Action plan of Agencies) (WP3) Implementation of pilot projects of the Action plan WP4 The NuPNET strategy:Success through a stepwise approach 18 participants are Funding agencies and ministries from 14 EU countries

  4. The NuPNET strategy:a combined Management Structure

  5. Appointed Leaders of NuPNET (as of June 2010)

  6. Objectives • Acquire a mutual and better understanding of the Funding systems of nuclear physics infrastructures and associated equipments in Europe that is needed for future collaborations  Booklet DONE • Identification of joint activities to be implemented in the framework of NuPNET  DONE • Establish procedures and funding for transnational common activities (variable geometry) Done • Launching of one (or more) joint pilot activity Done Feb14th 2011 • and • Long-Term Goal  Establish a sustainable action beyond this project • (A Standing Committee with direct links to ESFRI , EU-RI, EU-Programmes EU-Countries Representatives)

  7. WP2 – Results of the Census – NuPNETSTAFF EMPLOYED Total 5,918 WP2 – Results of the Census – NuPNETFUNDING of NP 515M€ /year

  8. NuPNET Call From Feb 14th 2011 to April 22th 2011 • Feb ,14th 2011 • = a date to remember for the EU NP community •  NuPNET launches the first call for proposals • A First common call in the history of NP supported by 12 Research and Funding institutions • Following the decision taken by the Governing Council of NuPNET on Oct 15th 2010

  9. Signature of an « involvement agreement » On Feb11th 2011 12 IFA* ,10 EU countries BULGARIA INRNE – Institute for Nuclear Research, Nuclear Energy, Bulgarian Academy of Sciences – FINLAND HIP – Helsinki Institute of Physics –JY – University of Jyväskylä – France CEACNRS/IN2P3 GERMANY BMBF – Bundesministerium für Bildung und Forschung – ITALY INFN – Istituto Nazionale di Fisica Nucleare – NETHERLANDSRuG – Rijksuniversiteit Groningen – POLAND NCBiR – Narodowe Centrum Badan i Rozwoju – ROMANIA IFIN-HH – Institut national de recherche en PN – SPAIN MICINN – Ministerio de Ciencia y Innovación – U.K. STFC – Science and Technology Facilities Council – *IFA = Involved Funding Agency

  10. The 3 topics of the Call The topics of the Common Call are designated: • (Topic 1) R&D on new detector technologies for nuclear physics: - Gamma and neutron detection technologies based on new scintillation materials and new photo-sensors (APDs, SiPMs…) - Silicon and micropatterned gas tracking detectors (GEM, Micromegas): low and high energy applications - Large-area diamond detectors for beam monitoring or timing These technologies are important for the nuclear research infrastructures selected in the ESFRI list: FAIR and SPIRAL2. . (Topic 2) R&D on EURISOL technologies: accelerator components, target and ion sources •(Topic 3) Targeted action on nuclear structure and reactions theory

  12. Funding via a « virtual » pot Each IFA finances its share of the common call The 12 IFA agree to finance the proposals selected by the « Peer Review Panel ». • NuPNET Common Call Secretariat (CCS) • Role : launches and manages the call in agreement with NuPNET Coordination Committee (CC) and the IFA • Composition : • MICINN (SP): José Benlliure (chair), Raquel Villanueva, Ruben Martinez • IN2P3 (FR): Sydney Galès et Dorothée Peitzmann • BMBF/PT-GSI (DE): Irene Reinhard

  13. NuPNET Call  The partners institutions IFA • Involved Funding Agencies (IFA) • Role : Each IFA handles the call for its own and after evaluation by the PRP, decides and funds the groups of their country involved in the successful proposals (decision to be taken around 20 juillet 2011). • Composition : • les 12 Involved Funding Agencies: • BMBF (DE), CEA (FR), CNRS/IN2P3 (FR), HIP (FI) IFIN-HH (RO), INFN (IT), INRNE (BG), JY (FI), MICINN (SP), NCBiR (PL), RuG (NL), STFC (UK) • Each IFA nominates one representative and one deputy

  14. NuPNET Call  Joint Activity Co-ordinator • Joint Activity Co-ordinator (JAC) • Role : Spokeperson of the submitted proposal. Handle the relationship between the members of the proposal and the CCS. Once the proposal selected and funded ,will be in charge of the status report to the IFA . • Composition : • 1 senior member per proposal • JAC is nominated by the members of the proposal

  15. NuPNET Call  le Peer Review Panel • Peer Review Panel (PRP) • Role : Scientific and technical evaluation of the proposal at least by two evaluators. • After the evaluations, the PANEL BOARD meets ( july 7, 2011)to discuss and rank the proposals according to their scientific merits • Composition : • Experts with international reputation • IFA representatives may assist to the meeting as observers.

  16. PRP  Evaluation Criterias • Scientific merit (5) • Strategic fit to call (5) • International competitiveness (5) • Added value through transnational cooperation (5) • Track record of the collaboration members (4) • Technical readiness (4) • Quality of project management (4)) • NB : • Four marks are possible: Excellent – Good – Fair – Poor. • The minimum mark for the selected proposal for each criteria is GOOD

  17. Where to find all the necessary information on the NuPNET Call ? • Go to the Website of NuPNET : • http://www.nupnet-eu.org/ •  Updated and contains all the documents regarding •  («the  common call ») • description of the call • criteria's of evaluation • Schedule and important dates • And above all the templates to be filled in • Download the documentation.
