Latvian State Institute of Agrarian Economics(founded on 1988) • The strategic goal of the LSIAE- promotion of economic and social growth of rural areas in Latvia, providing objective and reliable information on the rural areas and agriculture obtained as a result of the scientific and research work • Main activities:• Data collection, systemizing, analyzing and explaining the economic development of agricultural production, environment, agricultural and food market surveillance;• Policy analysis for agricultural and rural area development of the European Union and Latvia;• Collection of information needed for justification of the adjustment measures of the European Union common market and its generalization on the agricultural product prices and the sales volumes and reporting it to the Ministry of Agriculture; • Preparing the economical accounts of agriculture and reporting it to the Ministry of Agriculture;•Maintenance and provision of operation of the Farm Accountancy Data Network (FADN) according to the Law of Agriculture and Rural Development and the European Union legislation;• Agricultural and food market promotion.

Cognitions and Challenges • Widespread landscapes with the high heterogenity and optimal structure of ecosystems are in the Northern Europe countries, however, an additional attention must be paid to the quality of the landscape structure elements (age of the forest stands, management of the agricultural lands, proportion of grasslands etc.) • CAP is significant tool for the state of environment, but other factors regarding rural development are also important (land policy, socio- economics development) • The Greening measures should be appropriate to the nature conditions of member states and its regions, in the same way the Greening measures should provide its implementation in all country area • Mostimportantarehow Greening measures will be implemented in practice • The used statistical data should objectively describe the state of environment in decision making process

Cognitions and Challenges • Inhabitant survey in 2011 showed thatin the view of respondents over the last 3 years the most prominent improvement has been achieved in the state of environment • A monitoring of necessary environmental indicators nowadays is not sufficient in Latvia (HNV, soil conditions, water quality) • The six measures (incl. 6 submeasures) are implement throught RDP 2007-2013, however, considering assessment experience, those should be more targeted (linkage with Nature management plans, forest sustainable management etc.) • The Greening measures (likesoil protection, buffer zones, edges, hedgerows) should be more implemented in regions with intensive farming (e.g. Zemgale)
